chief political correspondent carl cameron is live in washington. always been a problem, carl, is it getting worse? >> reporter: it is, 12% worse this year in 2011 than it was in 2010. numbers for you, 8% of the general public is deliquent on its 2011 taxes that is bad enough. 3% of federal workers are late but they are actually paid by tax dollars and since the government is deeply in debt to the tune of nearly $17 trillion it is a real problem and lawmakers want to fix it, watch. >> you would think federal workers to be the first ones that feel a duty and obligation to pay their taxes, but we have over a hundred thousand current federal employees who are paid by the taxpayers that don't pay their federal taxes. and my bill says, if you don't pay your taxes then you should be fired. >> reporter: here are the numbers. we can show you a graphic of it now. 312,000 federal workers in uncle sam's government owe $3.5 billion. in the executive office of the president, that means the white house, there are 40 obama staffers who owe $333,000. now go to capit

jenna: carl cameron is live in washington with more. , carl, a lot of different plans floating around out there. i'm sure viewers have heard quite a few of them. how is this different from the other plans on the hill? >> reporter: in a couple of ways, and you were sort of talking about rand paul, a tea party favorite, a conservative kentucky senator, and it's also worth noting that there's a real libertarian streak in rand paul's brand of republican conservativism, and that comes out in this. his plan differs from the one advanced by the bipartisan group of eight senators which, of course, includes the potential white house republican nomination rival, florida senator marco rubio. both of those plans require border security certification by the border patrol as well as an inspector general or an investigator general before any of the other reforms are implemented. but paul adds a new level of certification by congress. he wants lawmakers to have accountability to look over all of this and says the border has to be certified by congress f

tonight, chief political correspondent, carl cameron reports on the big rise in uncle sam's workers who coming up short. >> interim revenue service reports the number of federal workers who are delinquent paying 2011 income tax jumped 12% from the year before last. nearly 312,000 federal employees not paid $# $#.5 billion in back taxes. according to the federal employee delinquency report. 9-point it's well below the delinquency rate for the general public but for the government employees whose salaries are funded by taxpayers to not pay their own is touchy. in the executive office of the president, 40 staffers of mr. obama who wants to raise taxes on the rich are delink went $343,483. >> the president believes everybody ought to pay their taxes. >> white house staff owe less than the counterparts. 688 hill staffers not paid $10.8 million in back taxes. in the administrative offices of the u.s. court, where the tax cases end up, 894 staffers are delinquent $12.7 million. lawmakers in both parties are trying to crack down. >> my bill says if you don't pay your taxes, you should be fired.

chief political correspondent carl cameron joins us. >> reporter: last yore's taxes the 2011 cycle showedyees from the year before that. 3.2% of federal workers are actually cling went. and compared to the general public, which is at about 8 there is a big disparity. the federal employees, because they are made with tax dollars have some explaining to to. you showed the numbers there they owe a whooping $3.5 billion. even in the executive office of the president of the united states there are 40 obama staffers that owe more than $340,000. there are 700 hill staffers that owe almost $11 million. even in the court system where a lot of tax cases end up lots of employee, lots of federal court employees owe $13 million. jason shave et ceter chaffetz has a plan to crackdown. watch. >> you would think the federal workers would be the first ones to feel a tku duty and obligation to pay their taxes. we have over a hundred thousand, current sed ra sed ral employees, made by the taxpayers that don't pay their taxes. my bill says if you don't pay your taxes you should be fired. >> reporter: there ar

carl cameron talked to paul ryan last week who said, he already with his agreement for the republicansite as hard. a lot of people believe there's plenty of time to adjust these things so that the horribleness the president has been talking about the last few weeks doesn't happen. even if they get a deal, it's mostly about discretionary spending. 80% of discretionary spending and a tiny piece of mandatory spending. the elephant in the room, social security, medicare, medicaid, that's really what's going to choke the american economy over coming years. if you look out to 2023, ten years from now, domestic discretionary spending or discretionary spending goes up by about 10 to 14%, but mandatory spending doubles to 4.5 trillion dollars by 2023. so, as you well know, they've got to do something about that or we're going to be in serious trouble. >> tucker: you really can't say that enough. i don't think that people understand that's the whole deal, mandatory entitlement spending. >> it is. >> tucker: is there anybody you've seen in a public position of authority who seems serious about ta
