carl cameron is live in washington. carl? >> hi, andrea. it took only three weeks for mitt romney to, in his words, seriously consider a third presidential run and then say he's not going to do it. he did say the fundraising calls indicated he could have earned the money. the latest poll showed him ahead against the field double digits, but last weekend he began to see and hear about a lack of enthusiasm from the grassroots conservative base particularly. romney has said to the base, to republicans that he would really like to lead them and just they weren't enthusiastic and were, ultimately, some of his supporters were siding with other campaigns. here's what romney told supporters around the country just an hour ago on a conference call. watch. >> i feel that it's critical that america elect a conservative leader to become our next president. you know that i wanted to be that president. but i don't want to make it more difficult for someone else to emerge who-off a better chance -- who may have a better chance of becoming that president.

chief political correspondent carl cameron is live in des moines, iowa, with the latest. >> well there's been raucous applause here at the iowa freedom summit. this is billed of the first of the 2016 cycle because the candidates have been organizing staff, talking about fund-raising getting their political action committees ready all over the country. jeb bush and mitt romney are not coming here so it's an opportunity for the more conservative candidates viewed by iowa caucus goers at the more preferred at this event. this is a very conservative organization and so far the biggest applause getter was governor scott walker. he brought the crowd to their feet with more applaud and longer longer applause. he argued that the gop and would-be presidents have to be much more conservative and bold. he talked about how he's cut taxes in wisconsin. wisconsin taxes are lower than four years ago. he talked about how he has passed and signed restrictive abortion laws in wisconsin and defunded planned parenthood and the conservatives here loved every second of it. earlier speaking is donald trump who

chief political correspondent carl cameron in washington with the latest. imagine when he talks about the mushy middle he is talking about who pray tell? >> reporter: mitt romney and jeb bush, no question about it. this is something ted cruz started saying last october and he specifically named mitt romney back then before mitt romney for all intents and purposes threw his hat in the ring last friday night in san diego. former massachusetts governor and one time nominee and two-time candidate all but told the republican national committee's governing body that he is likely to throw his hat into the ring for a third time. he went at some length to talk about his heart and his sentiment. he talked about how he thinks it is important to talk about jobs and opportunity, income inequality an ending poverty themes very important and obviously ted cruz is making an argument this is guy who run twice before an hasn't been able to do it. accused of a squishy moderate from center of the republican party and not conservative enough yet mitt romney is more conservative

carl cameron joining us live from washington. do we know when this is going to take place and who instigated it? >> reporter: we do. it's going the take place today, and it was instigated by jeb bush before he announced that he was going to create a pac and a superpac to raise money and seriously gauge support for his presidential run. governor jeb bush former golf of florida basically wanted to check in with romney because romney was the 2012 nominee and pay his respects and talk a little bit about politics because at that time mitt romney had said over and over again he was not going to run. then, of course romney began telling donors he's interested in running and had his big i'm back reappearance at the rnc conference in sand you go on friday -- san diego on friday night. you can imagine this meeting in salt lake is going to be awkward. you can think they'll talk about politics briefly and they'll agree that they'll each overall try to be clean if they both run and that the overall goal is to beat hillary clinton and the demo
