a report from the interim director carla johnson. >> thank you cochair wilson and council. we have a full agenda today so i'm going to keep my remarks brief. i would like to welcome and congratulate our new councilmembers. we are so happy to have you. i have worked with derek over the years through the disaster preparedness committee and i have always found his contribution to be creative and spot on and very engaged and also appreciate the time he's addressed the council in the past during the comment portion of our meeting. welcome derek. star laura our other member is also very active as she is going to build a bridge through the veterans community and she's given such engaging presentations over the years and one that has inspired the council i think to stretch the boundaries. we are very lucky to have councilmember laura as well. i wanted to start my report with a simple announcement that at our next executive committee meeting on october 22nd starting at 4:00 p.m. that i asked i bar a to talk about the government rules that apply to councilmembers. this is really a fo

carla johnson whose the director of the mayor's office of disabilities have been a participant and she's been a strong voice in advocating for elevator upgrades. i think second elevators in some stations as well as one of bart's priorities is canopies for the escalateers that's outdoors which are uncovered and subject to a lot of environmental conditions that make them unreliable. the programs we're doing day-to-day, we're obligated to those and we have the funds to do those. so these accessibilities improvements are apart of the bart programs and elevators. >> we have been prioritizing money in the capital plan for accessibility, but an infusion in the amount of money will enhance significantly beyond what we've been able to fund. >> thank you. >> members of the task force. members of the public, want to address this item. >> howard, followed by jerald. >> good afternoon again, howard stressner. i was glad that the sales tax was covered. no one figured out how to tax me. the school department does a good job. that wasn't included. the tax comes even so. ha happens -- when you have a go

i know that we have carla johnson who is incredible from the community, but i think that having more of a say from seniors and disabled is important. i think language monolog speakers, we need to think more about that. the other thing that i worry about is the fact that it doesn't seem like we're focusing as much on operations and how to improve services and i think that's a real issue that should be discussed. i know in alameda, they spend a certain percentage on that and we should talk about that because it would be hard for us to convince the percentage of the population that we have to convince, i think, that's not apart of the equation, so i worry about that. i think it's great that we're doing so much -- have a focus on capital project because there's so many projects that we need, but i know when we had our performance audit on capital projects that you also need to have a strategy for how to contain costs associated with those projects, so i'd like to know whether or not that strategy exists here. to the extend that we're talking about how investing in the projects will lead

that committee was carla you johnson, myself, the point is you're getting input from the people directly affected by what we're recommending by what we suggested. let's go on then to the next slide. in this slide you'll see several cars parked each displaying a blue placard so we felt there were three challenges to finding parking that we could use. people with disabilities can't find parking, there isn't enough parking turnover to ensure there's parking for everyone and a public perception with people with hidden disabilities. those hidden disabilities, some people feel if you're not limping, if you're not in a wheelchair you don't deserve a placard, that's not true, but the public then find the use of placards questionable. we need to address that in a larger context. we started to ask criteria -- what will make it easier for us to finds parking in blue zones. will the policy make it easier for people, all of us, you, me, all of us, people with disabilities or not, to find parking in general metered spaces and will these policies reduce placard misuse. with that lisa can take over for
