but first carla johnson our director on stability >> thank you very much calory weiner and supervisor kim and supervisor cowen. i'm carla johnson the director on the mayor's office of housing we're the coordinator and so our roll so to make sure all cities programs are accessible as required under the ada and the single occupancy hotels are primarily privately you he owned but there's s r os fund by city whether those are operated by nonprofits receiving city fund or whether those are leased rooms for city programs operated by public health department. and what their funded by the city our office has to insure their educational or at minimum the city achieves program access and that's where we look at the program as a whole and provide some accessibility anticipate a mechanism for a reasonable consumptions if someone needs to be relocated or placed in a unit. regardless of the ownership single room occupancy hotels provide affordable housing for a significant number of people that are older adults or people living with disabilities. there's a term i want to introduce into the decision

then before we go to break, i would like carla johnson -- oh, public comment. i'm sorry. excuse me. bob planthold. >> hello, anyone on the bridge line? >> i'm bob planthold. i wanted to offer an analysis, and then put the burden on you individually as councilmembers. you have heard the indications, the evidence that these tncks, they are not accessible through their communications, their vehicles do not provide universal service. they are public accommodations, but somehow, that has been overlooked by cpuc. they should have been accessible from the beginning. somehow nobody in this city is able to call attention to that or has mentioned that. the mayor is silent about the lack of accessibility. the city attorney doesn't mention it in interviews, comments about tncs. the president of the board of supervisors says nothing. the two supervisors who are mtc commissioners and ostensibly knowledge about transportation, are silent, the rest of the supervisors are silent. what is evident and obvious is lost on these public officials. a major public interest law firm, disability rights advoca

carla. in 2012, 16 years after sandi johnson vanished, police had plenty of circumstantial evidence. >> it cameow frustrating was that? >> very. it would have been nice to have some dna. that would have been nice. but we had tried everything that we could. >> the prosecutors faced a tough choice. charge cliff reid with murder and risk losing a potentially unwinnable case or leave sandi's case unresolved, which, as it turns out had happened before. back in the late '90s, cliff reid had briefly been charged with sandi johnson's murder, but prosecutors back then thought the case was too thin to go forward. >> the question is, is there any chance the case will improve if we wait. in this case, there was absolutely nothing left to be done. it was now or never. >> they chose now. >> we try hard cases and are successful at it. >> after all, they did have reid's lies, a neighbor who saw him driving her car, a witness who saw him cleaning his house the day after sandi disappeared, and most importantly, his obsession with her. cliff reid was arrested in montana. he was extradited to washington state and
