i know supervisor carmen chu will have some words to say. when you are going through, what you have to do bring the budget to balance with the mayor's office, i want to thank you for your services and effort. [applause] district 11, we have many children, families. a lot of folks who have got more organized and have taken part in the civic life in san francisco, political life in san francisco. last year, working with my colleagues on the board of supervisors, we put on two ballot measures to raise taxes on the high end. we had a 2% temporary increase to the hotel tax. we also had a permanent increase to the real estate transfer tax. every year, that raises $35 million in revenue on average. in some years, it will be greater. it taxes, not every day home owners, but homeowners if you with property worth more than $5 million. does anyone here have property worth more than $5 million? i didn't think so. we are middle-class and are working people. since we have a lot of folks in this neighborhood who were actively phone calling, knocking on doo

and supervisor carmen chu, for your leadership. with that, i guess we will get started. as far as the 2011-12 proposed expenditures, 80% of the budget is personnel salary and fringe. 3% for professional services, 1% to capital, 1% to materials and supplies. i can answer specifics on any of these slides. i should have acknowledged those to put this budget together. alice b. gomez and deborah landis, our budget director. ok. the reductions already taken in 11-12, took a little better than $2.8 million in reductions. the current fiscal year savings is about $384,000. revenue increases were about $1,050,000. when i came on, it's a this almost $1.1 million. this next slide shows the command restructure. we went from, i believe it was 11 positions to 10 we eliminated the rank of assistant chief. one deputy chief was reduced to commander. and one mma position was eliminated and another position was eliminated, and those are staffed now by captains. staffing always comes up. i know yesterday's the -- yesterday's the drop program went away. we have 550 people eligible to retire n

i want to thank mayor lee, carmen chu, and all of you who held meetings in your districts about these very serious budget issues. we still have problems and we still have millions of dollars millionscuts to hospitality house. the department of public health has provided to the seriously mentally ill population that are dealing with mental health issues. this includes the asian-pacific islander communities that require bilingual treatment. they can become more self- sufficient, more independent so that they would not have to rely fu so much relynds and helps -- much on public funds and health services. >> i have been in front of you before. most of it was because of contracting out. i was not able to get my job back or have a job. i have also just lost my husband. if you do cut some of these services, it would really be devastating for a lot of them. if i did not have some of these services to help me to help me through the problems that i needed, i would not have anything. i do not have money coming in. i might end up homeless because i cannot live on what i am making. i hope you will

as supervisor carmen chu said, when you are talking about extreme reconstruction compared to the packaging of a pothole, and there is a big spectrum in between. i just wanted to see where that line is. >> the other thing, as we say in our report, the department has acknowledged, within three years, we need to find additional revenues for this. it is an ongoing problem. but having said all this, our recommendation to you is not to disapprove this. we simply said because of that, we considered it to be a policy for the board. if we felt strongly against this, we would say we recommend you do not approve it, and we are absolutely not saying that. >> thank you, supervisors. i do appreciate the change on that item because i grappled with the same issue on what is a corporate to be considered long- term compared to something that should be covered in operations. i will be a first to say, if we had more general fund dollars to put into street resurfacing, we would do that, but given the reality of what we are seeing, where our budget has been, it is asking me to reconsider the cap the project and

we are here with supervisor carmen chu from district four, which includes the central and outer sunset and park side neighborhood. supervisor chu was elected to the board of supervisors in 2008 and reelected in 2010. we will get to know her and talk about the toughest issues facing the city. welcome, supervisor. thank you for joining us. let's start by talking about your background -- where you grew up, what kinds of jobs you have work. supervisor chu: my parents immigrated to the united states about 30 years ago, and i would say that is probably the most formative part of my background. growing up in an immigrant family, you learn many things. my parents raised me in southern california, and i grew up in the restaurant business. they had a small restaurant at the time, and i was there every weekend, working -- well, not working, eating. having a fried egg roll, wanton, something good. it taught me the value of working hard and what it meant to be part of a small business, a small business -- a small business, small family, and an immigrant family at that. really being impacted by the

i would like to start whistling the recommendations raised by supervisor carmen chu. yet a question about the 10 staff members at the arts commission associated with the public art program. in this presentation, we walk you through the responsibilities and workload these 10 individuals are involved with and differentiate the fact s seven of them are really working on the public art part and two are associated with the civic art collection with administratively, we have that all together. one is doing the financial work, the reporting work for that program. there are six project managers handling a workload between 60 and 70 works of art, public art projects. supervisor chu: each of the staff members are managing 10 projects a year? >> it has actually averaged a little bit higher than that. there were additional slides that demonstrate how the amount of public art projects has ballooned in the last three years. three years ago, the total number of contracts was about 842,000. for the last two fiscal years, including this fiscal year, you see they are above $3 million.
