ed reiskin, supervisor carmen chu, micro-deputy directors, thank you all for coming out. am honored and humbled that i have spent to lead the department. i feel really good that we had a very good place with the city's capital planning that was led by mayor lee many years ago. we were able to schedule our projects and were able to pass a bonds. as you heard, with the hospital, we just started work on the cruise terminal where we actually got the team to continue the demolition to bring that project to fruition. we have the new police headquarters down on third street. we have several libraries, market street. we have so many great project. i feel very fortunate to come in with this gift of being able to work with all the public works staff, with the staff from other agencies, mta, the police department, and all these city agencies. most importantly, as the new director, i cannot forget where i came from. i did come from the community, and i am a very strong community organizer, and i will continue to spend a lot of time in my community to listen to what their needs are an

commissioner campos: before you move forward, we have a question from commissioner carmen chu. commissioner chu: in terms of the safe route to school program, i know this is one thing that the area had applied for multiple times, unsuccessful in getting. has been a huge party, given the fact that there is a middle school, elementary school, another school behind its, a public library, a recreation center in the area. heavily trafficked area. i just wanted to get a sense from you about progress on that project. >> a very timely question. we have an issue we are trying to resolve on the grant for that project. it is almost $600,000. there is a deadline that the project sponsor missed on that grant that we just became aware of and they're trying to resolve them with the mtc. that is the best at intermission and in the right now. i expect to have a full report at committee this month. of course, at the full board, if necessary. >commissioner chu: i would appreciate that. given the fact that we are fighting the receiving funding, it is a huge priority for me and the kids and schools

my name is carmen chu, the super -- the chair person of the committee. i'm joined by supervisor avalos. mr. young, do you have any announcements for us today? >> please silence all electronic devices. items after deposit they will appear on april 3rd, 2012 on the board of supervisors agenda unless otherwise stated chairperson chu: would you call item no. 1? >> item number 1, the acceptance of a state grant in the amount of $3,883.76 from the california department of food and agriculture to participate in a program for a quality control program. chairperson chu: thank you. >> good morning. i'm here today to respond to any questions you may have regarding this contract. chairperson chu: for the purposes of information to the public, which you just explain what the grant would do? >> it funds the inspection of the number of just about two hundred agricultural inspection lot. we do wholesale distributors and we have about 116 of those inspections to conduct. we also at 82 retail inspections that we conduct city-wide at the small stores and the large stores.

yesterday i walked with carmen chu, supervisor chu throughout the teravelle district and got a good sense of some of the challenges and listened to the copy shop owners, the insurance company owners, some of the other areas where they are giving us and put about how we can improve all along that commercial corridor. this morning, i got the and breakfast with supervisor malia cohen just a block away, and we talked about the different sections of san bruno, how wonderful of an emperor of man that has been over years of effort that has been a collaborative -- how wonderful of an improvement that has happened over the years of effort. this is the kind of framework that we wanted to continue establishing throughout all of the commercial corridors, the merchant corridors throughout the city. as we walked along third street yesterday with the opening of the kitchen, that was exciting. we commented on how positive the feeling was. it is a framework that wanted to make sure that you know as we discuss things like the revolving loan fund at the board of supervisors, as we discussed programs were we

i want to echo the comments of supervisor carmen chu. the question of equity is one that did come up. we have our neighborhoods -- never had to do not see these investments moving forward. we have to question whether we're making the right decision i am putting the funding in two parts of san francisco that are far away from these neighborhoods. i do see the benefits and the needs. one of the benefits was getting ready for the america's cup which also led to another question for me. how much either hidden costs to what we're doing to get ready for the america's cup as well. things that we cannot afford and a specific price tag we have for that event. i will be supporting this measure. i wonder where we are going to get funds for the different -- for the final option that will be decided on for jefferson street. i do have concerns about the top two options, whether we can afford those as the city compared to what we're doing elsewhere. i could support some of the scaled-back versions that seems to be typical of our neighborhoods in commer

supervisor carmen chu introduced a planning code to name new neighborhood commercial districts in the outer it sunset district area. they would -- it would create clusters on linear streets that are currently zoned both nc- 1 and nc- 2 and would allow for adoption of trade uses for the performance adoption area, and also allow them to be used for up to two-thirds of the growth area. lastly, certain non active use is on their streets. we always bring this before you with a full analysis in the next three months. that concludes my report. i also heard from the zoning administration that there were no additional items at the board of appeals this week. >> thank you. and just for the record, but historic preservation commission did not meet this week. president fong: thank you. any public comment or comment on the commissioners part? next item, please. >> at this time, members of the public may address you on items of interest to the public, with the exception of agenda items. those can only be addressed at the time they are arranged on calendar. with respect to this category, each member

. -- carmen chu's office. we would like to provide permit fee waivers for businesses that would like to replace their awnings or provide it pedestrian lighting. we are pursuing legislation because our city does have a tradition of celebrating small businesses during the month of may and what we have noticed is that one of the focus is that supervisors chu has is working with the commercial corridors. it is difficult to make them get a lot of improvements because cost is a huge impediment for them. we have done some projects where the city has provided some funding for them to improve their storefronts. we have changed at the awnings and in exchange they are supposed to maintain it. it has made a huge difference in the appearance. obviously, we don't have the resources to continue to give out money to merchants for this. we are providing an incentive for them and considering them a pilot for the month of may. the premise behind that is that we want to improve the appearance of store fronts that are lacking in n

we have a motion by commissioner carmen chu and seconded by john i. avalos. the tip of without objection? please call item three. >> chair's report. this is an information item. commissioner campos: i want to make a brief report. first of all, thank you for the opportunity to serve as the chair of the transportation authority. it has been a very busy first month and wanted to report on a number of things. first of all, we have some issues that come out -- came up in terms of the funding of the second phase for the presidio parkway. we just had a meeting with the mayor to discuss that. as you may be aware, that project will be delivered through a public-private partnership. we are very excited to see that move forward. as you know, the first phase is nearing completion. the public-private partnership provides an opportunity to demonstrate that we can deliver on time on schedule, and frankly, transfer and a majority of the risk to the private- sector while at the same time capitalizing on the benefits that they provide. we have a funding strategy for closing th
