first we're going to hear from supervisor carmen chu. thank you so much.ause] >> thank you, ben, and thank you mayor lee for being out here. i wanted to bring the perspective of the district supervisor. here, as you know for ocean beach, much of ocean beaches the backyard of the sunset district. for many of my residence, you cross the street and there you are it ocean beach. for us, what have bishop -- happens at ocean beach is very much a part of what happens to our own homes and neighborhoods. my interest first started to get peeved because of all the issues we had here. not only the erosion issues, but if you drive along the highway, the road closures that happens, among other things. as a city leader, one of the things we started to recognize is that the real erosion issues were starting to threaten a things like our server infrastructure, among other critical pieces of san francisco's in for a stretcher. so it became pressing for us to pull together a collaboration of individuals to be here. i wanted to speak about how thrilled i am that is a master p

he is joined by supervisors carmen chu, jane kim, and eric mar.ls, jeff adachi, the public defender, the recorder assessor, hydra mendoza, and emily murase. we're also thankful for the chief of police, thank you. i would like to also acknowledges someone that has been a very special friend of mine, someone that has given me a lot of support and advice over the years. and also someone who has not missed one of these asian pacific heritage month associations, mayor willie brown. >> this evening, we are celebrating our communities from all over the world. i am so lucky to be the mayor of an international city. we talked a lot about diversity, but we also celebrates in so many ways. it is marvelous to hear the names of all these council generals from all around the world. we also have some invaluable participants that represent the city relations. from osaka, singapore, shanghai, taipei, and seoul, korea. they're working with our offices and communities to promote education, trade, allow ourselves to educate ourselves continuously about the need to ha

supervisor malia cohen, supervisor carmen chu. and the other members for their support in making public safety a priority. the president is here somewhere. and the rest of the police commission. this is just a tremendous day for san francisco. we have made tremendous inroads in impacting violent crime over the last few years. it is because of our staffing and the community support to do it through the community policing in the engagement of young people. this will allow us to keep doing that. we're going to lose close to 300 officers with the sunset of drop, and maybe another 100 officers before the summer of 2015. this will dramatically impact that. what the academy is is 29 weeks for entry level officers. eight weeks for lateral transfers. that includes a one-week fire arm training, one-week vehicle operation steny, one-week of officers of rival, and then continued use of force and physical training throughout. -- one-week vehicle operation training, one week of officer survival. and community policing. the mayor mentioned gary.

the office of small business, we created aam working with supervisor cohen chui en david chiu -- carmen chu and david -- launched in 2012. the program contains information that businesses that lists the federal and state laws that govern them. what is a cask program, what to look for in an inspectors, federal ada task credits and deductions a business can take, and informing businesses that their casp inspections can be taken as a text and data -- a tax deduction. we want to put together a loan program to help that -- businesses do with improvement and pay for an inspection. and work with the sf bar association to create some initial low-cost consultant for businesses. it should be noted that san francisco is the only city to date that has developed such a program for its small-business says. -- for its small businesses. with the annual mailing sent by the texas treasurer's office to food establishments, we mailed over 3000 food establishments in several different languages, information about needs for accessibility requirements, warnings of the potential lawsuits, and -- until we get that

i wanted to acknowledge supervise -- supervisor common to -- carmen chu. the legislation is important because it is an important step forward because it addresses a number of concerns of small businesses that we heard at the hearing. it requires commercial landlords to make entrances in bathrooms acceptable prior to leasing or notify the tenant that this has not been done. it also increases the notice that tenants, a commercial tenants of commercial -- potential liability if they're not in compliance and forms a small business tenants about their obligation. it requires the office of small business creates multilingual templates explaining how federal, state, and local disability access laws intersect and the critical part of it -- better education of our small business sector. this has been an important step forward and i am proud to be a co-sponsor and urge your support. president chiu: any further discussion? supervisor chu: i wanted to thank president chiu. many of our districts has seen a number of businesses that have suffered hardships from some of

also, how to reconnect golden gate park to the key treasure that carmen chu mentioned, ocean beach?any of us see that as our backyard. in my district, bonfires and production of sensitive habitat, like the birds that mayor lee mentioned, but other sensitive habitat that are critical. also maintaining the park connection to ocean beach so we have better access for families. i also wanted to say that the process has been incredibly inclusive with a different stakeholder meetings. numerous community organizations involved. my hope is that this proactive vision with action steps can be a spark for more discussions from neighborhood organizations, not only the surf rider foundation but many residents around ocean beach. my hope is that as we move forward with interagency 6wcyw$lcooperation, which is tht of this master plan, that we look at issues like these and management issues. also, how we create promise not like the area here or connecting golden gate park to the ocean as a great way to build community while having a sustainable future. thank you for being here. thank you to everyone

i want to thank sister carmen chu for her leadership and for dealing with us, helping to balance the incredibly diverse needs in the wonderfully diversity that we live in. i know you probably age of the last couple years. but you don't look as if you did. without further ado, i want to thank the budget chair. thank you for all your work. >> thank you very much to the mayor and board president, it has been my honor to serve as the budget chair this past year and the year before. i of the mayor ran through the partners that are here today. allow to a department heads and all of the staff. i see a lot of budget people in this room, and this rotunda. and all the department heads and us, we would not be able to do what we do. i want to say thank you to the folks that make this happen. overall, there was a lot going on this year and many issues are coming out is still being discussed. our goal was to make sure that the budget was the least of everyone's worried. it was a low-key drama-free budget. we had a unanimous vote to pass the budget and with that, i think we really have put together
