i know you have been shaking your head as you listen to jay carney. first, do you support the boehner bill and during this briefing, we are hearing from jay carney this bill is d.o.a. if it gets to the senate. what is your response to that? >> it's very set. yes, i do support the boehner bill. let me tell you why. it begins to get the long-term problems of the nation, how we are going to spend structural issues. this has spending caps in it, it has a focus on the house and senate voting on a balanced budget amendment, it deals with discretionary spending. the other thing that really frustrated me with jay carney saying we need a compromise bill, how this bill came to be is we passed cut, cap and balance. the senate refused to even pick it up. so the speaker and harry reid sat down together over last weekend, worked out a compromise between their ideas, what came out of the biden commission and our ideas, and put together a compromise bill and right when we brought it out, the president contacts harry reid and says oh, no, you don't, you won't cut me o

, again, today saying that the president would veto that if it made it to his desk, and carney saying that bill would doubtfully pass the senate, but the president said in the remarks last night he does support the plan put forth by reid which would of course, decrease the deficit by $2.7 trillion and raise the deficit through 2012, and here is what press secretary jay carney had to say about the reid plan earlier today. >> it is a legitimate compromise measure. we believe it could pass the senate and the house if folks gave it a fair shake, and we appreciate senator reid putting it forward. the fact that there remains confidence in the world that washington will at the last hour get its act together and do the right thing is a good thing, because we always have, and we believe we will. >> and carney there talking about confidence. it is also in part a reference to the markets which as of right now have not really reacted to the situation, and of course, the white house and lawmakers on capitol hill watching the markets closely to see if the they show any sign of responding to this un

is carney right? is it actually doomed to fail? should they move on and try something else at this point? >> suzanne, a lot of people have actually said that, including the majority leader, harry reid, and now the truth is there is a lot of similarity of sort of items and ideas in what the senate is talking about and what the house is talking about, but the thing that is different in the boehner plan is this two-step deal, where you work something out for now and then come back a little bit before the election, or sometime down in december, and go through this process again. the democrats say that's unacceptable and risky for the economy, and generally just causes problems. so that's the kind of thing that they really have to fine tune and figure out what they can do to change it or whatever. but there are similarities, there. a couple other notes, too. we have been trying to get a feel for what the vote counters are saying on the hill, and we have gotten an earlier indication from republicans that they were feeling pretty strong,

secondly, i thought carney was right on the money. i disagree with the republicans on taxes.ish to have billionaires -- the average millionaire gets $138 million tax break right now. it's ridiculous. but this is a compromise. and the compromise is reduce what he creatively called tax spending. tax spending is the $53 billion the oil companies get from taxpayers. and there's tons of other things like that. ethanol subsidies and all of these things. there's a long list of special interest tax breaks over the years. you throw those in, and with the defense department, you can get to where we need to go. >> can we zoom in for a second on medicare? then i want to get to medicaid. this is your area of expertise. they are talking about reducing the payments to the providers, specifically hospitals, if i understand. >> you don't have to do that. that will -- probably what's what they are talking about, and it's not the right where to go. if they want to take it out, go ahead. the only way you can ever control health care costs in this country is get rid of the perverse incentive we h
