governor carney: the short answer is yes.in that speech -- let me generalize at first and i will get to the specifics. the importance of building greater private and public risksharing in the eurozone. banking union, capital markets union here it and some element of public risksharing related to physical arrangement. just as we have in the u.k. virtually any country. those issues have been discussed in the past. those issues were publicly aired in the report a few years ago. and i have had discussions with my counterparts both prior to the speech and subsequent to the speech. both in central banks and ministers on this issue. these are medium-term issues. it is not about short-term stance of policy. it is about structuring a viable currency union. if i could bring this back -- i would say there is a much more general recognition of these issues than one might expect. if i can bring it back to the u.k. speaking from a structural perspective, one of the reasons why the fall in oil prices is unambiguously good for the u.k. econo

in a sense, from the presentation aspect, governor carney has a difficult position.e can argue, deflation is due to falling supermarket prices the price war, and the discrete change in oil dynamics. if the oil price has found a floor, that would suggest that we are getting a one-off reduction in prices, which is good news for consumers. if we start to see wage growth pick up as well as strength in the labor market then the near-term inflation target is the nine. the growth dynamics look a little more robust. >> how much is the weakness in inflation or deflation in the u.k. going to be to do with oil price, and how much with food prices? should we look at those differently? many central banks not dealing with supermarket price wars but dealing with the lower oil price have been suggesting we need to ignore that weakness in the short-term. do the same arguments apply to food prices in the u.k.? >> i think you do need to look at these price reductions and say, they are beneficial to the consumer. they see absolute prices falling , but those prices are not going to conti

what are we going to hear from carney until then? will he give us an indication? don't give us indications about anything. they don't always give accurate indications. it is a long time away, as you see. it could be the case that the cycle has already turned by that point. so we don't even get a rate hike at that point. it may be that the economic cycle has weakened again and it is difficult to provide stimulus at that point. we can't provide fiscal stimulus when three major parties have been trying to reduce the deficit. that means you can't really add a great deal to -- you can do much monetary either. i suspect future rounds of qualitative easing give a lot less. therefore i'm not sure we can prevent a recession from happening. >> but there is some stimulus coming down the pipe. the ecb is pumping a lot of money into britain's biggest trading partner. the stimulus from oil is making the boe weight. they want to see how that impacts the pay round. if there's no reaction in the pay round, then that gives even more ground to wait. guy: draghi is watching the way d

i think governor carney will want to lean a little bit against that.own view is that a fall in oil prices, such as we have had, is at least broadly neutral for policy outlook. that is not how markets have responded. jonathan: we look at the chart and say eurozone inflation versus u.k. inflation, if you look at that you can see -- saint maybe the bank of england needs qe as well. in this world a lot of people see low inflation and say it is a big problem, i call my mom it's a oil is down to the percent, she cannot see the problem. you look at that chart of inflation falling, is that going to be a problem for the bank of england to see inflation that could come down to zero? kevin: when inflation was 5.2% they were easing policies. they could easily look through it when oil prices were high. it is not quite the same now they are low, because there is still bear capacity in the economy. to a large extent, they will look through that. in a coming months we expect inflation to fall close to 0%. it will rebound toward the end of the year as the base effect f
