host: what does that mean for north carolina and the map that was drawn? guest: the different issue that arose in the case was whether the case was moot. while the supreme court considered this case, there is parallel litigation happening in north carolina. the north carolina state supreme court had a midterm election and the justices on the state supreme court turned over in the state supreme court reversed itself on this decision and said we don't think we got it right that first time and we are not sure the state constitution checks the state legislatures and were not sure the constitution prohibits excessive partisan gerrymandering. go back and you can draw the map you want to in the first place. even without the supreme court opinion, the state supreme court had already reversed this decision. this means the map the state legislature wanted to draw, that map, something like a 10-three republican/democratic split, is something that gets to remain in effect in the state legislature gets to do that. despite the fact the supreme court said yes you cannot

south carolina didn't go unscathed. some of the heaviest rainfall totals was just to the west of charleston in an area called hampton. they saw nearly 10 inches of rainfall or about 250 millimeters. all right. this is what is happening right now. still has supporting winds of 60 miles per hour or 100 kilometers per hour. racing to the northeast at 21 miles per hour. so you would think that it would be out of the picture sooner than later. but that is not the case. this is still capable of throwing that moisture back on shore as i just mentioned. and there are a lot of met throw communities across this community. might not be densely populated, but a lot of beautiful small communities along the pamlico river and neuse river and the accompanying wind will contribute to the localized flooding there as well as it forces some of the moisture in some of those coves. a lot of rivers running out of their banks in eastern south carolina from midlands all the way to the low country region. but there you can see still some flash f

and again areas of virginia, north carolina, south carolina still dealing with some of the showers andhunderstorms. no active warnings at the moment, but we have had several tornado warnings and severe thunderstorm warnings overnight and still possible for the morning hours today. flooding is certainly the most widespread concern. you've got several flash flood warnings here across portions of north carolina and it is no surprise when you look at how much rain has fallen in just really the last 24 hours, this huge swathe of orange and red color, you are talking 4 to 6 inches, but you will notice here this red and even the purple color right near the north and south carolina border, you are talking at least 10 inches of rain has fallen and remember, some of these areas are still dealing with additional rain this morning. hampton, south carolina, portions of florida, georgia, and even north carolina all picking up some pretty significant amounts of rainfall in just the last 24 hours. the forecast does show continued rainfall through the morning across north carolina and virginia before f

and north carolina. everything you are looking at in the orange is probably getting up to 4 to 5 5 inches of rain. additionally with the rain the storm surge is not over. places across florida will start to slowly die down here. then the storm surge threat changes. the winds circle the storm in this motion. you will see now that the storm is sitting off the southeast coast all the winds battering sea waters up against places across the georgia coast, the south carolina coast. flooding is a concern and more storm surge could be on the way. what are we looking at with storm surge? remember, florida was the worst of it. we'll be seeing areas taking you down here through the southern end and let me jump up to what's happening next. maybe 4 to 5 feet in areas after the storm has already been moving through. julie, there is lots to pay attention to with this storm and a lot of people still in the path as we talk walls of water still being pushed up along the coasts. rain obviously still a big concern as we see

diane gallagher is up the coast a bit from there in carolina beach. north carolina.john, about 30 seconds ago it was torrential sideways raining here in carolina beach. that has stopped, and that is kind of what we have been experiencing this entire time, almost this band, effect, the winds have died down again out here. look, just an hour ago we actually had to rush into the lobby of a hotel because of a tornado warning. two tornadoes spotted in the area as well as a waterspout in the area. and we are gonna see more of that throughout the night. and you can kind of see the wind picking up again here. as we are in a tornado watch until 4:00 this morning. and the emergency manager of new hanover county tells me that their biggest concerns are potential for moderate flooding and moderate wind early this morning. around the time that most people might be commuting to work. this is still a several-hour event into the future for the carolina coastline. now, here in carolina beach, the town manager says that, look, we have trouble spots that flood anyway. but as everyone h

and perhaps north carolina. our partners at the u.s. army corps of engineers are prepositioned to support power generation, and utilities are preparing for storm impacts, prestaging crews and equipment outside the projected storm track and state anticipates a total of 30,000 to 40,000 linemen in florida to begin to assist in the power restoration efforts. people that are still in the storm's path, however, as you heard from karine, they should not venture out into the storm and remain sheltering in place if your local officials are telling you to do so. however, if you are in trouble and you need immediate assistance, please call 911. as you do go out, do not wade in the water, do not drive through flooded roads and streets. just remember, turn around, don't drown. unfortunately, we see so many fatalities after the storm passes, we want to make sure everybody is taking the right precautions to keep themselves safe. and as always, please continue to listen to your local officials as this storm continues to pass o

north carolina. this is the area that i mentioned where we saw really torrential downpours, leaving us with upwards of 7, 8 inches of rain in a short amount of time for some locations. the good news is for places like florida, they essentially needed the rain. once they get the cleanup going, we'll be out of a drought in those locations. we have heavy rain to deal with across places like south carolina and north carolina. if you're wondering about the track. we're still expecting it to maintain, but just barely that category 1 strength that i wouldn't be surprised if we see it weaken to a tropical storm by the time 8:00 rolls around and it's right over savannah. it will eventually move offshore. wilmington, cape hatteras, still is going to deal with the heavy rain and the storm surge. that's going to be one of the things that we will continue to see be an issue here as we get into the later evening hours as that high tide time rolls around. plus, we've also got those tornado watches in effect for par

this is a highway in goose creek, south carolina. and that, through the windshield, is a car in the exact wrong place, as a tornado cuts across -- oh my goodness, cuts across its path. after flipping, it hit another car. amazingly, the only injuries in both cars were minor. that is so eerie to see that car just upended. idalia remains a threat to life and property. with details and the latest national hurricane center bulletin, let's get right to meteorologist chad myers. chad has been busy the last 24 hours. what areas are seeing the biggest impact now? >> i think that tornado threat is likely the biggest threat. there's still wind, 65 miles per hour blowing down the beaches. and there's also flooding into charleston. it is now the eighth largest high tide ever. and that's still going up. so, those numbers could go down a lot. we could be top five or top four. we'll see. but it is the tornado threat that we know right now is the largest threat along the coast. every time one of these cells from the atlantic comes on shore, it may be
