carolyn. >> carolyn: thank you, lisa. it is the race known around the world. san francisco's bay to breakers is celebrating their 101st year this morning. runners take off in an hour. here's the route some 40,000 people will follow and there will be some street closers. you can expect street closers in downtown san francisco, the civic center, the panhandle and golden gate park. abc7 news reporter sergio introduces us to one participate and with the details >> the crowds are starting to build here on the corner of howard and beale in san francisco. you can see the top runners, the elite runners at the front of the line. they will start at 7:00 and will probably hit the finish line about 30 minutes later. other runners will fall in behind them. and at about 7:30 all of the people wearing the costumes and no costumes and no clothes will hit after that. this is the second year of the new and stricter regulations against alcohol. as you know, there was some trouble during the 2010 race. about two dozen people treated for alcohol poisoning, neighbors complaining of

and our guest, carolyn kousky, mentioned what's happening in congress related to the flood insurance program, and we can see here in this story from nola.com, some debate over how the flood program, flood insurance program, should go forward. tell us about the reforms that republicans in the house in particular want to make to the program before allowing it to get reauthorize. >> sure, i think the first thing is talk about how prices are set, because that's one of the key issues of the reform. so right now, prices in the nfip are set, there are two differences in rates that are important. one is that rates vary according to the flood zone that fema maps, so are you in the 100-year floodplain, are you out of it, you'll have higher rates if you're in. there's also a flood zone for property subject to wave action. it's a small percentage of policies overall in the program, but they also have a different rate structure. then on top of that difference in rates by flood zone, fema also has two classes of policies, those they refer to the premium based on modeling of the expected damages an
