officers found carolyn cross dead in her alexandria apartment yesterday. and today her suspended killer made his first appearance in court. news4's pat collins is live for us in alexandria with the latest on this story. pat? >> reporter: jim, a high-ranking, highly regarded d.c. official murdered here in alexandria. she was on her way to a management conference in atlanta. in fact, her daughter was to pick her up and drive her to the airport. but when her daughter got here, there was no answer at the door. the victim, carolyn cross, the deputy director of the district's department of corrections. she was 64 years old. found murdered inside her apartment yesterday morning by her daughter. charged in the case, 29-year-old dewitt saom appeared in court today with bandages on his wrist and forearms. they say he was wearing a suicide smock an article of clothing jailers use to keep inmates from harming themselves. the victim, carolyn cross, lived in this building. the suspect in the building next door. police say they found no evidence that the two had any prio

carolyn tyler will have more on this coming up on abc 7 news at 5:00. we will take a look at the impact it will have on the commute. >>> tomorrow a new state law will require drivers to stay three feet away from cyclists. it can be difficult. each year in california, more than 100 cyclists are killed in vehicle collisions. we saw this one today in san francisco. a truck struck the rider of an electric bicycle. the cyclist was taken to the hospital. california's new law will require drivers to stay three feet away and only pass a cyclist at a speed that is quote, reasonable and prudent. violators will be fined. cyclists we talked to are happy with the new law. >> it will definitely keep us safer out there. >> fosters more awareness about bicyclists who share it with traffic. >> in san francisco, lanes are an average of eight feet wide. we tested out the three-foot buffer and found it difficult to stay three feet away from cyclists while remaining in the lane. the driver often had to follow the cyclist for blocks which could lead to serious congestion. >>

carolyn tyler is live with what commuters can expect out there. carolyn? >> commuters coming across the bridge may stop to peek at the pickets but other than that, there should be no major disruptions. workers will stop working tomorrow for a strike. it will not affect the computer that's use ferries or buss to get to san francisco. >> this is a signal if these don't get settled, then there is going to be potentially a strike that will impact commuters in the near future. >> freeways are going to be jammed. >> the district offers 3% raises each of three years but the reps say they're being asked to play #% of that into health care. they want 3.75% hikes and a half percent pay >> 450 workers have 13 unions are impacted and the strict says the offer is fair and generous >> our deck hands make 20% more and iron workers make 10% more. >> beyond traditional labor issues, union filed charges against the district alleging unfair labor practices for pro visions in the 2012 contract. >> we had an agreement on health care that have not honored the agreement. >> no r
