carolyn. >> thank you, lisa. tragedy strikes a san mateo family after their three-year-old daughter drowns in a lagoon near the family apartment. a candlelight vigil was held last night outside the complex on day street in san mateo where the child died yesterday. her child initially called 911 reporting her daughter missing. she wandered away from their home around 4:00 yesterday afternoon. the police quickly began searching. she was discovered in the lagoon by neighbors a short time later. >> the child was pulled from the water. they had tried to revive the child, but weren't able to. >> it's really sad. yeah. i hope i don't know the child. it will be worse. >> the little girl's identity has not been released. the san mateo corner's office has taken over the investigation but by all accounts this appears to be an accidental death. >>> oakland police are looking for the hit and run driver connected to a deadly collision in east oakland last night. at least one person died in the crash near 61st avenue and east l

i'm carolyn tyler. let's start with a quick first look at the weather. here's meteorologist lisa argen. >> good morning, carolyn. hi, everyone. boy, it is clear and warm ask the warmup begins already. we have a red flag warning in effect for the elevations over 1,000 feet in the north bay mountains, the east bay hills. right now the winds aren't too bad but we have a few gusts over 20 miles an hour. at 11:00 we could see wind gusts over 40 americans with the low relative humidity throughout the afternoon. it's critical fire weather throughout the day today and tomorrow notice the component to the wind out ever the north at 12. a gusty wind around the delta at 22 miles an hour. and we are looking at temperatures already in the 60s and 70s at this hour. so the only cool spot is along the coast. it's 50 half moon bay. breezy in spots, sunny and warm throughout the noon hour and the 70s by the noontime. we are looking at mid-90s today and the fire danger continues into the beginning of the work week. caroly

. >>> and i'm kristen sze carolyn tyler live in san francisco. >> reporter: gay rights activists say the momentum is with them following this decision today here at the 9th circuit court of appeals. the court has refused to grant a review of an earlier ruling that said prop 8, california's ban on same-sex marriage is uncons al. in february of this year a three-judge -- panel ruled 2-1 that california's ban on same-sex marriage in their words, serves no other purpose than to lessen status and human dignity of gays and lesbians. proto s asked the kaort for an en banc review meaning they wanted 11 judges to take another look. today a majority of judges sent out that -- the word that request is denied. some judges want to rehear the case in their written dissent said . said one of the things that he would like to see iss that -- see is the conversation continue in a respectful way. today the judges said our court has silenced any such respectful conversation. gay rights advocates are calling it another victory for loving, committed couples in california and around the nation. despite thi

my name is reverend carolyn. i want to thank you for the time and opportunity. it has been my pleasure to have led the african american breast health program for uninsured women at the opposite medical center for the last seven years. during that time, this program for uninsured women from vulnerable populations all over our community has successfully screened over 1500 women, and during that time, we have found over 18 women with breast cancer. three years ago when the economy changed, we began to get calls from all over the city from women who were not african american who have lost their jobs, had no insurance, and then needed free mammogram screening. california medical stepped up and started the sister to sister program, which partners with african-american programs to offer the same no cost services to women who are not african american. to give you an example of the robust screening and outreach for uninsured women in our city, i will use our year 2010, when we successfully screened over 400 uninsured women in the city and had four in treatment at that ye
