then we'll go to senator carper. that is, general semonite, while i have you here i wanted to raise the concern of mine. congress has made it a priority for the corps to work with either par parties to develop ad maintain recreational areas at corps lakes. however, there seems to be an anti-development mentality within the corps, lease within the tulsa district, that i think needs to be overcome. in fact, i'll give you a quote. senior staff member within the tulsa district told my state director, this is a direct quote, if i had my way i would end the lake development altogether, unquote. i would just like to ask you, is this reflect the philosophy within the corps that you're willing to talk about? >> it certainly does not reflect our corps philosophy. we are very aggressive on continued to define many, many different options and recreation. some of these are corps maintained. there are other ones where we have concessions come in and do -- >> that is one option to end all development? >> no, sir. everyone of these

not minority leader schumer, not senator leahy, is not senator feinstein, is not senator cantwell, carper, menendez, nelson, is not senator reed, is not senator stabenow, and not senator wyden. his nomination also was not opposed by then-senator barack obama. it was not opposed by then-senator joe biden. and it was not opposed by then-senator hillary clinton. this level of support for the other party's nomination is almost unheard of in today's political climate. but now these very same colleagues are vowing to break 230 years of senate tradition to dispense with 230 years of precedent to joint a partisan filibuster of a nominee who has the right judicial temperament and holds mainstream views that are supported by the constitution. throughout the confirmation hearing process we heard judge gorsuch talk about the over 2,000 opinions that he was a part of, 2,700 decisions that he was a part of, and i believe he testified before the committee that he joined the majority in 97% of that's opinions. that's somebody who sounds to me like a person who could receive the unanimous support of the s

i'm sure senator carper mentioned the cooperative nature. there will be discussions and debates about how best to pay for that. and in the nice introduction that you gave, the one thing you failed to mention is that for five years i was in the wyoming state senate and in that position ways chairmi was chair transportation committee. deborah was in nebraska and she was chairman of the transportation committee. we have a number of members of that committee who have a deep background and love and commit many to what we need for highway and highway safety and we knew what happened from a state level when the federal government came out with rules and regulations that made it harder for us to do the kind of infrastructure work that we needed at home. so we have a committee that i think will work closely on these issues. bill panos is here from the wyoming department of transportation, who is director, and the first person to testify at the first hearing of the committee with me as chairman to talk about the fact of infrastructure. that's the topi
