you heard director carroll. there are aton of unknowns, costs they know are coming, and they're not entirely sure of the amounts, but they know they're likely to spend more than the $6.5 million. and so, you know, they have this cushion basically of $1.2 million to spend on the items they sort of a identified. why is that a problem? >> we basically were going on as we would with any request like this, to look at their actual spending plan and what they actually showed us they felt like they needed. the difference it was the $1.2 million which was not delineated to us in our conversations with them. we considered our recommendation to be fairly low risk because it is one action of the budget and finance committee to release the balance if the need is there. it is mostly we were just using our usual tools in terms of evaluating an expenditure request, and considering our recommendation to be consistent with the spending plan we received and not to be a risk for the actual operations, if a need for more occurred. >
