recently the story went on the road with ben carson to investigate what is going on and california and since then the situation at least in l.a. has gone so bad that cityng that governor declare a state of emergency to deal with this crisis. my next guest is one of those individuals. here now exclusively, a los angeles city councilman. thank you for being here tonigh tonight. what is going on in your state and where you speaking out so loudly to tell everyone that this is an emergency? >> i was a police officer with the l.a.p.d. for 15 years and i was used to going to emergencies and having lights and sirens when nearly a quarter of the homeless population resides in california come almost 130,000 souls are homeless in the state of california. we need to lead with urgency and move and this is why i'm calling on the governor, myself and six other colleagues to move on a statewide declaration, a state of emergency. what we are doing today, the bureaucracy is killing us. if you check so many boxes. the city of los angeles is leading this effort. we have improved more than 2500 beds and 7,000 supportive housing units and in my case, my temporary emergency
