orlando carter's brother sanquan carter is also charged in the murder. they tried to keep him off the streets three days before howe's killing but instead the judge put him in a high intensity supervision program. he was to attend an orientation for that program on march 23rd. the u.s. torn's office released a statement saying, in all violent crime matters we aggressively pursue cases with law enforcement while ad hearing to our ethical bligss to making sure there is enough evidence presented in order to justify detaining a suspect. that's the process we follow in all of our criminal cases and that's what was done in this case. i'm will will live in the newsroom. back to you. >>> d.c. police are also trying to find a pack of thieves responsible for ten robberies. they happened in an area that spanned from northwest washington to howard university area to a few blocks from walter reed army medical center. the suspects wore black ski masks. in some cases the robbers beat their victims. in another case they threatened to shoot. police are looking for a blac

carter, unfortunately, as you know, mike, is not here. what would you do at this point? >> well, this is one of the interesting things about a spread trade. if you were just outright short the stock and you still thought it was going to go to, i don't know, zero -- i mean, i'm not saying it's going to go there. then you would obviously have more of a decision to make. but actually, it's pretty easy for us, and the reason is there's only so much you're going to capture out of these verticals and we've gotten most of it. we keep talking about this. you always want to take a look at the risk reward. when you keep the trade on the most it could be worth is $5. we've gotten most of it out of it. you probably want to look at taking it off now and taking your money and running. >> the interesting thing about monsanto, we talked about it at the time, is a lot of the headwinds they face come out of china. that is, they're opaque. we don't really know what the story is as far as competition is concerned. so a great way to define your risk is to use options. so that is buy options

guest: i don't see carter-like tendencies in president obama's behavior. when pushed to the brink, he's pretty tough. i mean, who would have thought that he would have - in early december made a decision to send 30,000 more troops to afghanistan. who would have thought he wouldn't go be search in not being able to close the guantanamo naval base in one year? who would have thought after the election of mr. brown to replace senator kennedy in massachusetts that president obama and him alone, would have pushed the health care debate and resulted in the health care bill coming through? he certainly is tough enough. he's using that toughness now to try to get the chinese and the russians to support increased sanctions on iran. what you have to realize about president obama, for him words are powerful and he uses them as instrument office diplomacy. for president george w. bush actions spoke louder than words but for obama, he tends to speak first and he's willing to spend more time where as bush was more impatient. he's willing to spend more time in order to b

carter, you mentioned a large infusion of additional isr sensors and platforms.ould you describe the department's intention to invest in the kind of data management and analytics capabilities that will allow that increased amount of data to be formed into actionable streams of information? >>> it's a huge issue. it's one those for want o of a nail things. it's no point putting an air nail there if you don't have the ramp space, you have to get the cement for the ramp space and then you have to have the analysts, you have to have the bandwidth, the processing capability. you have to ask yourselves questions like the one you just asked. who actually needs this information. for one of those aerostats that i described, that data doesn't have to go all over afghanistan, it doesn't have to go back to washington. it's feed by the people down under the balloon. and so that's a much simpler case. you have a van, a few operators, a tether, the aerostat. when it comes to something like a liberty ship, which is a complex, multisensor kind of intelligence platform, there, in

carter: thank you, mr. speaker. we like to get up on the floor of this house and we like to argue our points and we like to try to couch the facts in such a way that you come to a conclusion that suits our political leaning. that happens all the time in the courthouse when lawyers advocate for their clients, it happens here in congress when folks advocate, and there's a -- there's a commentator on -- maybe he wouldn't call himself a commentator, i don't know what he'd call himself, who says, the spin stops here. i would argue that the spin really stops in the republican form of government that our founding fathers created at the united states supreme court. because at the united states supreme court, when they're looking at legislation passed by this body, the united states supreme court takes the facts that are presented to them and they take the law as it exists and then they look at the laws being discussed and they discuss it in light of the constitution of the united states. and in reality, all that we do in th

carter: yeah. mr. burgess: several of the state senators have written to me and in fact i believe i'm quoting governor perry correctly in that it would be a $23 billion cost over the 10-year -- we do our budget for a two-year time period, so for the next five budgets. now as the gentleman knows texas has not been hit quite as hard as some other states by the recession but it's still been hit. and in the next election the people who are elected for the next state legislature, next state senate, are going to have to deal with a budget or a budgetary environment that's going to be a great deal tighter than any that have -- any since probably 2004 or 2003. as a consequence, governor perry has tasked all of the various interim senate committees and house committees to look for 5% of savings across the board in the state budget. so they're serious about getting their budget into balance. of course by law they have to do this. and they are looking for every state agency to cut its budget by 5%. that's signifi
