commissioner carter-oberstone? >> commissioner carter-oberstont hank you vice president elias. before getting into the substance of the agenda item, i want to emphasize that this was really the product of collaboration, intense collaboration with the department and with d.p.a. we met every week for quite some time to exchange our ideas and work together on this draft. this draft policy is really a product of that joint effort. i think we may be starting in different places. we really listen to each other and we all learn from each other. the department and d.p.a. contributed meaningfully to this draft that i'm happy to present to the public today. couple of things i want to cover is briefly explain what the problem is and why we're doing this and how this draft tends to resolve the problem. lastly, just lay out next steps in terms of the public process. as we all know, as we've discussed many times on this commission, there are fairly significant racial disparities in the departments stop and search data. just to give up a quick snapshot, for example, black people are 10.3 time
