while david cartwright has done a superb job in organizing this academic conference, you should have had a different name for the first panel. instead of the word "just," it should have been the word "legal." you can have a just war that is not legal. we desperately need to bring the law back into this question of how you decide if a law is legal under national and international law. i want to say a couple of things about the most dangerous word -- double word in the english language -- self-defense. the charter of the united nations makes it perfectly clear that the only two circumstances in which a law is permissible is security council resolution, which you are never going to get with this security council or self-defense. self-defense has now gotten to the point where that great international lawyer dick cheney said 2% of the possibility of a country harming us would be enough for us to attack that country. that is what self-defense means these days. it's the same thing with ferguson and baltimore and staten island.
