senator casey, >> thanks very much. i wanted to start by highlighting the legislation i mentioned earlier. those of you who don't know about the pennsylvania example i cited, this bill that i have introduced will be an expansion of medicaid, where the federal government would initially pay 90% of the federal match. some will say, well, we shouldn't do that. some will say we can do that. will have the usual arguments. but, we have expanded medicaid once. and a lot of people got healthcare. and we should do it again for children who have disabilities. and in this case, it would help children with type 1 diabetes. the way it works in pennsylvania, his children are benefited by a special pathway. in this case, these are children who meet the supplemental security income. ssi disability criteria. so, they meet the criteria in that program for disability. however, their household income, the household they live in, exceeds the ssi limits, it would make them eligible for medicaid. so, that would, we would change that. we would

casey is on the ground for us in the new orleans area with the latest. casey?ter: connell, we're already feeling the outer bands of barry. we'll get some really brief moments of heavy rain and heavy winds. then it dies down. we're in one of those lulls at the moment. you know in order for something to be classified as a category 1 hurricane, you have got to have sustained winds of at least 74 miles per hour. that is the threshold. right now it is still a tropical storm and forecasters are unclear as to whether it would hit as a category one storm, to see along the central louisiana coast. if it does, it would be the first time in history that a hurricane has hit when the mississippi river levels have been this high and rising. look at this. you can see how high the water is. it is not terribly far from the top of that levee. then on the other side of the levee. you see houses right there. this is the lower nineth ward. a lot of people know this area well. it wept underwater in with katrina. it is normally at eight feet this time of year. right now it is at 16,

we can casey stegall live in new orleans.urse we begin with rob schmitt in louisiana wheres storm is expected to make landfall. rob, good morning. rob: good morning, guys. yeah we are in here in morgan city about 75 miles or so to the west of new orleans, and this is where we think the eye is going to come ashore when it eventually does come ashore. right now this storm is moving at a snail's pace. people are worried how much rain is going to fall a foot to 2-foot of rain in southern louisiana here. as we take a look out here we are standing on a 20-foot concrete levee of a sort which holds back the river here. you can see why this is needed because this river is way beyond its banks already. if we look out a little further you can see the morings out there and you can see how much water has come up above the banks of this river. if we look on the other side, guys. this is the historic downgts morgan city area. this is a small little city here in southern louisiana. and at this point right now, this is still a tropical storm

casey stegall is live in new orleans with the latest. casey?eporter: charles, in order for this to be classified as a hurricane you have to have sustained winds of 74 miles an hour. they're not quite there just yet, but as it continue barreling toward land, it has been intensifying a bit according to the national hurricane center. this is what is, a lot of people are talking about and have a lot of people nervous. what you're looking at is the mississippi river. and the levee, one of the levees protecting the lower ninth ward. the neighborhood back behind the houses, is the ninth. then you have the lower ninth, of course an area that was just devastated by katrina. look how high the water level is at the top of those levees, nearing the top. right now the river is 16 or 17 feet. normally it is about six to eight feet. so it is very high. then when you talk about a storm surge and the potential for a foot of rain in a matter of days, a lot of people are certainly anxious. lower lying areas are starting to go under evacuation orders. this is supp

our own casey stegall is on the ground in slidell. casey. >> yeah, kristin, this is not far from nola metro itself where we started our day, but now we moved up north which is on the north shore of lake ponchartrain and we want to show you why we decided to come here. this is one of the low lying areas, one of many that really are all around this lake. slidell, here, as i'm walking, i'm walking into the road so it was dry back there because obviously that's much higher elevation, but this here, the water totally rushing over the road. not that deep and we're seeing people drive through it even though that's technically a big no-no. where is all the water coming from? look through that fence. see the white caps? that's lake ponchartrain, the reason why water is so high there, just like it is in the mississippi, we have these unusually high levels because of all of the spring rains, and the extremely wet conditions. the ponchartrain goes into lake bourne which feeds into the gulf of mexico. when you've got a storm surge it's felt up int
