casey. senator casey, really appreciate you being here today. my first question is what is the most important thing to you, what are you most focused on in this package, the must-haves? >> well, alicia, good to be with you. i think the most important thing for most americans, and i hope democrats and republicans, is to provide support at least for the three major areas. one is to do everything we can to invest in a speeded-up vaccination program for getting millions, tens of millions of americans to have shots as soon as possible. secondly, to reopen our schools and, thirdly, to make sure that we're providing direct relief. there's still terrible numbers on the economy and jobs just reported yesterday. and hunger and food insecurity has never been worse. i see anytime our home state of pennsylvania -- it in our home state of pennsylvania. so providing direct relief and making sure we're getting every dollar possible into a vaccination program as well. alicia: you mentioned schools and getting them reopened. as you know, the cdc director this week got into kind of a strange little back and forth with the white house over the data that she says is showing that not every teacher has to be vaccinated. and then earlier today in talking to griff jenkins, your colleague, senator marsha blackburn, said this: tying covid relief to getting schools back opened. >> you can't get these federal dollars if you are not going to have children back in those classrooms, if you're not going to have those teachers in person back in those classrooms. this is despicable that these unions keep moving the goalpost. alicia: senator, your response? >> well, i think that's 100% not helpful. look, the worst thing we should do is to tell a state like pennsylvania, which has a strong tradition of local control, we have 500 school districts, every district has different challenges, and we have got to make sure that every district can make its own decision about how to open up. what we should be doing at the federal government level to provide the dollars, appropriate dollars to states and school districts so they can have the dollars to open up, reopen or open up a school. that is an expensive process. you've got to have ventilation, you've got to have a lot of personal protective equipment, all kinds of supports that schools need. i think ultimately, additionally -- i hope we get to this, probably not in this bill, but down the road -- is to finally, finally invest in a school reconstruction and repair program. but for the short term, these schools need dollars to open up so our kids can learn, and i think it would have an economic benefit as well. alicia: senator, you have democrats in large states like california and illinois also saying it's time toll listen to what the -- to listen to what the cdc is indicating and get the schools open now, that the teachers unions are applying too much pressure in a place where they really shouldn't. >> well, we don't want to put teachers at risk. teachers often live in homes where they could put other people at risk if they contract the virus. so the key here is to make sure that we're investing in schools but also investing in the wider public health infrastructure so that we can have in communities where we have a lot of people who have not been vaccinated yet, you can have testing. one of the real failures of the last administration was this disaster in testing which is now coupled with the disaster in the rollout of the vaccination program. so both, both have to be repaired with the investments we can make in this legislation coming up. but i think there's bipartisan concern about the slow pace of vaccinations as well as the lack of testing and personal protective equipment. alicia: i want to get back to one point about teachers needing protection and vaccinations. the cdc director herself, a scientist, said that the data indicating that the teachers can still safely return even if not all of them are vaccinated. does that move you in any way? casey. senator casey: thank you, senator stabenow. i want to thank secretary vilsack for your -- i want to thank you in particular for your continuing commitment to exemplary public service and your willingness to serve this administration and the american people. of course always proud of your pennsylvania roots. i have two questions. i will submit more for the record. i want to start with food security or food insecurity. it's an issue that so many of us have worked on. i know you have in your works -- work as secretary, but also i want to thank you for the work that you did as secretary of agriculture and of course the work done by senator stabenow this year and others to provide more food assistance. we know the bime -- biden administration has made clear they are committed to addressing food insecurity by providing more food assistance. the executive order to expand nutrition assistance was an important first step. but as you know, mr. secretary, there are signature additional investments that require congressional action and president biden has called for in his american rescue plan. i appreciate the executive order including direction for usda to work with the department of justice to review its authority to allow states to provide extra snap emergency allotments to the lowest income households. as you know from our discussion, pennsylvania's been unable to move forward with approved emergency allotments because the department of agriculture previously threatened to recoup more than $400 million in additional benefits. the relevant legal challenge was put on hold for 30 days providing usda an opportunity to examine and reconsider the decision made by the previous administration. first question, as secretary would you explore every legal option and opportunity to maximize emergency allotments to the state and provide much needed clarity to enable pennsylvania and other states to move forward as quickly as possible? mr. vilsack: i'm heartened by the fact there are conversations taking place between the department of justice and the commonwealth of pennsylvania to try to get this resolved in a way that is appropriate and is acceptable. i encourage those conversations and hope they ultimately end up in a place that you find satisfactory. we certainly encourage that conversation and appreciate the fact that there's still stimtime to get this resolved in a way that makes sense. as a practical matter or philosophy, i think whatever we can do to provide as much help as we can we should do. how we can make those benefits most conveniently utilized we should do. i think we should figure out additional ways to make qualification for and access to these programs. in my conversations we have talked about getting rid of a hassle that sometimes can be connected with these programs. there are ways you can do this without minimizing the integrity or without disregarding the integrity of the programs f we can expand access, increase benefits, make them more convenient, i think more people would be helped. and i think that's what i would hope we would be able to do. that would be the goal. more access, more convenience. and i frankly think at some point you can take a look at the level of benefit. it's great it's been exsend -- it's been extended. the way which we calculate that benefit doesn't make sense today f you create a ben tied to the way things are today -- senator casey: thank you for working with us. my last question is about water quality and climate change. we know the same practices and programs that we work to improve to the last farm bill for water quality also offer enormous climate benefits. as you know as well as anyone. we know the adoption of best management practices for water quality like forested buffers and filter strips can also provide long-term carbon storage and emission reductions. the department has an important role to play in not only providing the financial and technical assistance but also in terms of measuring and evaluating the benefits they provide. i've got a bill, the farmer driven conservation outcomes act, which would direct the department to establish a process through which usda can measure, evaluate, and report on these conservation benefits. if confirmed, would you support efforts to stand up to measurement, evaluate, and reporting systems at usda to help us quantify the benefits of climate smart agricultural and w

casey stegall live in dallas. casey, what are you hearing about the power outages? and i'm sure businesses are just crippled as well. >> reporter: liz, everything really is. and making matters worse on the ground here in texas is that the energy providers cannot provide customers with a timeline in terms of when they will get their power back on. and what's more, aside from some of the wind farms that are being frozen, the helicopter pilot who shot this video for fox news said that it appeared as if oil was leaking from some of those wind turbines. so it's likely that repairs could have to be made. governor greg abbott says that a mix, however, of wind, coal, natural gas and nuclear power plants are offline. but at one point wind production dropped from 42 to 8%. abbott has directed the state legislature to investigate, and federal regulators will too. meantime, many local leaders have joined the chorus in the lone star state angry and upset saying that they were warned only of rolling blackouts that would be temporary, but had they known this, preparations would have been much different. listen. >> we would have ordered evacuations, we would have warned people that they need to make other plans, but that's no what we were told. we were told short bursts, a little bit of discomfort and that's it. >> reporter: a lot longer than short bursts. last night part of the state got hit with another 3 inches of snow over parts of dallas/fort worth and more than a quarter inch of ice further south of us throughout austin. dozens of communities, community warming stations, warming stations have been opened at community centers and the like with covid protocols in place to give people a place to go who don't have power. and the numbers really do keep fluctuating wildly. earlier this morning outages were under 3 million. not by a lot. then throughout the morning we saw them pushing 3.3, 3.4 million. and just checked before we came on the air with you, liz, and it's now down to 2.9 million. so back under 3 million texans caught -- without power, but that's still a whole lot, liz, when it's this cold outside. back to you. liz: yeah. casey, it's rough. i don't know if we can take some of those wind stocks one more time, but part of the problem we were hearing was that texas opted not to buy the carbon-made wind turbines, those blades which, of course, reject ice. you don't have any stoppages or problems in canada with those wind turbines. are you hearing anything about that? >> reporter: there's a lot of discussion about how the grid was winterized, and that's something that's being talked a lot about on the ground here. keep in mind texas is the only state in the country that has its own grid, as you know, and so we don't get power from other places. and that means that federal regulators don't play with texas grid either. it's run at the state level. so to there are a lot of discussions going on right now, obviously, about why this is so prolonged. and, clearly, this is an historic storm, but still questions being raised about why not only the wind farms but also the natural gas wells that froze and other winterizatio

casey is in dallas where they stand right now. hey, casey. reporter: neil, a awful lot of suffering taking place frankly here in the lone star state. the latest figure for power outages is nearly 3.3 million. it was under three million earlier this morning. then it jumped back up. this is now the third day in a row that many people are without power, without heat and without stove tops to cook on. parts of texas also picked up, even more snow and ice in the overnight hours and this morning. another three inches of snow around the dallas-ft. worth area while south of here it was more of an ice and freezing rain event. up to a quarter inch has fallen across austin and surrounding communities. countless texans also dealing with stuff like this. broken water pipes. they freeze, and then they burst. this one is at an apartment complex in austin. while others are trying to do their best to stay warm. power went out early monday morning at this assisted living center in georgetown texas. 13 seniors sharing one generator and three space heaters. >> we're trying to keep everybody like in the center of the house where it is warm. each resident has a shirt on, a sweatshirt, or, and then sweater reporter: meantime there is growing controversy how all of this happened. the governor, greg abbott is calling for an investigation. in charge of running the state's electrical grid. calling for leadership there to resign a lot of questions are also being raised about whether there is an overreliance on wind energy after frozen wind turbines caused the state's output to drop from 42% to 8% at one point, quite substantial. but officials attribute the outages, however to a mix of wind, natural gas, coal and nuclear plants all being off-line. they say, however essentially without the wind component, it exacerbates the problem taking so many megawatts off of the grid that so many people, neil, desperately need. back to you. neil: casey, thank you very much, my friend. casey stegall in the middle of all of that. this had reverberations in the economy. i told you about prices is soaring for everything from natural gas, home heating oil, that dissipated a little bit today. a number of businesses already have been directly affected, likes of ford, gm, toyota, shutting down plants in the areas affected by this storm for at least the next few days. fedex is saying that package delivery will be delayed. samsung saying right now, that its chip plant in austin is shut down until things warm up. then there is the vaccine. there is a sort of a joiner here, that it is delaying folks getting those vaccines because it is hard to get to these state has are experiencing these problems and people getting to those states to get the vaccines even if they don't have problems. jonathan serrie, following all of that from atlanta. hey, jonathan. reporter: neil, this winter storm is having domino effect, delaying vaccine shipments to many

casey: madam president, i ask that the quorum call be vitiated. the presiding officer: we're not in a quorum call. mr. casey: thank you very much, madam chair. it's good to see you in that chair and grateful for this opportunity. i just wanted to raise a couple of issues that are relevant to the budget resolution that we're going to be working on over the next few days and beyond. there are so many issues to highlight, i'll only mention two issues, two big issues. but i think most generally when i consider what we should do, i think it's my belief that we need a substantial, robust bill to meet the moment, the moment that we're in, which means dealing with the pandemic effectively and putting the virus behind us by accelerating vaccinations, making sure that we're taking every step possible to open our schools, to reopen schools i should say in some cases, and then thirdly, to make sure that we're helping those who are vulnerable, whether they are folks without a job or folks who are hungry and their families are hungry. so many other traumas that have been heaped upon our families. so a lot to do, and that requires a substantial investment, not a limited investment. i'll just mention two issues today. one is home and community-based services, and the other is child care and a ticktacks credit that's relevant. home and community based services, as many people know, have a huge impact on older citizens, seniors throughout the country, as well as people with disabilities. and even has an impact upon children. i'll focus most of the attention for purposes of today on the impact on seniors and people with disabilities. if there was ever a time when a care setting that's in the home or in a community was more beneficial to a senior or to a person with a disability, if there was ever a time, it is now. we know that if someone is living in a congregate setting, they're more likely to get the virus. and we know the horrific numbers, just about 40% of the deaths that have occurred because of the pandemic in the united states have occurred in long-term care settings. it's right now i think at last count approaching 150,000 americans who lost their lives from the virus who were in long-term care settings. so seniors, i think a lot of seniors, a lot of family members would prefer often that their loved one is in the, is getting care in a home or in a community setting. the same is true of course for people with disabilities. so we have a chance in this legislation to finally make an investment in home and community-based services. do those services exist right now? they do. how do they exist? pretty much in the united states by way of a waiver. so it is not the standard policy it is done by waiver. we want to make sure that it's a, more of a standard feature, really a choice that people have to get the care in the community or in the setting that they want. so, it's critically important that we have in the reconciliation instructions a commitment to home and community-based services. we have that now, and we want to make sure it remains in the bill in final form. the other benefit, or i should say the other priority here is not simply those receiving the care in home and community-based settings. it's those providing the care, those heroic frontline workers who often are not talked about enough who provide this care. most of the care provided in these settings are provided by low-income women of color who disproportionately make up the workforce and often are making about $12 an hour. they should have a decent wage. they should have benefits like sick and family and medical leave. and they should have access to p.p.e. protection so that they have the protection they need to do their job and to care for those individuals. i see the distinguished majority leader, if he wants to take a moment, i'll yield. mr. schumer: i thank the senator from pennsylvania, and i won't be that long. madam president. the presiding officer: the majority leader. mr. schumer: i ask unanimous consent that the senate proceed to the consideration of s. resolution 27 submitted earlier today. the presiding officer: the clerk will report. the clerk: senate resolution 27, relative to senate procedure in the 117th congress. the presiding officer: is there objection to proceeding to the measure?
