i want to go back to casey hunt, our capitol hill reporter on the scene right now. casey, i know you just heard and saw some more emergency vehicles. what can you tell us? >> yeah, there is park police helicopter that is circling over that just arrived. you saw hem open up the gates to the navy yard and a black s.w.a.t. truck went through. they closed the gates behind that. we haven't seen anyone coming out of the navy yard. there reports of people shot. ambulances are moving around and parked outside with their backdoors open. the scene here, they are clearly prepared to deal with the wounded. >> and casey, i know you said you are hearing a lot of chotering. how many are overhead? >> as of right now, only one is circling low. it came low enough to see the park police logo. it's unclear and looks as though it might be landing, but it might be flying down low in between the buildings and coming back over the top again. clearly what's going on here is not resolved. as we talked to the occasional police officer who wandered by to push the growing crowd back away from th

. >> joining us from washington, nbc political reporter casey hunt. good morning to you, casey. the comparisons being made to the shutdown of the mid '90s. people say this one could be even more toxic because, well, the sides aren't talking. >> there's just not a lot going on. conversation-wise. i was at the capitol yesterday. it was eerily quiet. the halls were empty. we did get a handful of house researches who came up to ding the democrats for not coming back to deal with this yesterday. but at this point, there is just no negotiation going on between the sides. and what that reflects is this sort of evolving political conventional wisdom that it's going to take a shutdown to actually move either of these sides anywhere. harry reid has dug in, he's already said that the senate's going to come back today and reject outright what the house passed late on saturday night. and john boehner is trying to wrangle this sort of group of conservatives who resist him at basically every turn. and we're at the point where new year's an impasse. and there's acknowledgement from republican a

. >> joining us from washington, political reporter casey hunt. so we heard over the weekend the president saying that we need to have this debate as a country and we're watching it play out, but did secretary kerry sell their case well enough to get the votes they need? >> well, the senators i talked to after the hearing said that secretary of state john kerry acquitted himself well, but that this is really only the beginning. there are classified hearings set for today, a markup to go over the legislation. but what i heard most from senators as i talked to them yesterday even after this was that they really want to hear from president obama himself. they want him to do more to sell this plan. they have problems at home almost all of them, one of the reasons why you're seeing so many conflicting messages from people of both parties is that polls show this potential conflict in syria is deeply up popular and it's almost unequally up popular among democrats as it is among republicans. and that's why you're seeing a lot of trepidation on both sides.

i want to bring in casey hunt. happen this way, that it would go the way the speaker wanted it to. but now it goes over to the senate. the question is will we get a filibuster? >> well, at this point they're trying to blame the senate. that's where the house has sort of taken its lumps, especially the house leadership. they're saying, okay, look, we signed up, we did this and now it's your turn. there's a considerable amount of anger at senator ted cruz who has been one of the leading agitators of this. cruz and at a press conference yesterday to laud them. but now will cruz mount a filibuster? there's some question about whether or not he can because of the senate rules about how you handle a budget resolution like this one. but he has pledged to use any and all procedural means that he has available. you also saw republicans there trying to hang this on senate democrats, particularly some of those who are vulnerable potentially in the upcoming midterms in 2014. >> right. >> you saw them name mark pryor, who's down

casey hunt, with a good sunday morning to you, casey. what's the reaction you're hearing?> reporter: good morning, alex. in the initial phase, of course, most members of congress are saying, you know what? this is exactly what we wanted president obama to do. there were hundreds of lawmakers who called for him to ask congress to weigh in before he decided to strike. ted cruz is one of those who has already weighed in on this. >> i am very, very glad that the president listened to bipartisan calls to come before congress and come before the american people and make the case. >> i think the war powers act clearly gives the president the ability to launch whatever he needs to do. >> reporter: so you're seeing there that they're, you know, looking forward to elliott engel, also congressman from new york, saying this is the way the president should be acting. of course, this means that t congress will end up owning the action in a way that they wouldn't have, had president obama decided to go it alone. >> i understand that congressman peter king had something very different to

casey hunt live on capitol hill. the last time i saw so many headless chickens, was when i was filming at an organic poultry farm. what on earth are republicans now proposing to prevent a shutdown? >> reporter: well, martin, good afternoon. at this point, there's very little on the prevention side. no question this afternoon we are slouching toward a shutdown. the senate very quickly rejected what the house passed late on saturday night. senate right back. and now house speaker, john boehner, as you just saw, is saying they want to propose a one-year delay of the individual mandate and they also want to prevent members of congress and their staff from receiving subsidies to pay for health care under the exchange. so at this point, that's really an indication that republicans are not nearly as far along as some democrats hope they might be at this point. the fact that they put that one-year mandate delay on top of the language that prevents subsidies means we still have quite a ways to go before house speaker boehner

to achieve actual change during his pretend filibuster today was witnessed in part by producer casey huntank you for being here. >> thanks, rachel. >> so in terms of timing, what's going on in the senate, how long has it been going on and what happens next? >> well, this fight that cruz has been waging has been going on for months behind the scenes. and so what you're seeing now is sort of the symbolic culmination of all of these efforts that he, along with several other conservative groups have been pushing. as far as timing now this week in the context of a government shutdown, cruz sort of has a decision to make about how long he's going to drag this out. you're right in that he's limited in the tactics he has. he can only push this off so long. the votes are going to happen. but if he aavails himself of every procedural means necessary, the votes won't be until sunday night here in the senate. and that puts a real squeeze on how speaker john boehner, who would then have to turn around and on monday september 30th pass a bill to keep the government from shutting down, or face the conse

i want to turn to nbc news, casey hunt joins us by phone. casey, there was a massive law enforcement presence at the scene of this moments ago, hours ago. it seems like it's receding to some degree. is there a sense the situation has been dealt with as far as the shooter? what is the sense of alarm at the scene right now? >> it's definitely a little bit of a different sense than we had a couple hours ago. the presence is receding instead of building. for hours this morning you had first responders just absolutely flooding these few blocks here. fire trucks from all over the city. most of those fire trucks have departed at this point and we're sort of moving into the phase of trying to figure out exactly what the latest information is about these two potential shooters who police seem to indicate may be at large, which is cause of some alarm among those who are watching on the streets here just because the information is still very uncertain. the police chief also mentioned there are several deceased still inside they are still trying to remo

our own casey hunt reports the following in the wake of the overture from russia. a group of u.s.mccain and chuck schumer are working on an alternative authorization and resolution to deal with syria and its use of chemical weapons. this proposal would replace the limited authorization of force that the senate foreign relations committee approved last week. so instead this new resolution would say that the negotiations with the united nations would have to say the united nations should pass a resolution saying chemical weapons were used in syria. then the u.n. would go in and remove the chemical weapons from syria by a certain time. if those steps do not take place, this new senate resolution then would authorize the president to use force. as we told you, this was a likely scenario of some form of this all being drawn up before the president speaks tonight. b the president speaks tonight. secretary of state kerry maybe off the cuff remark, maybe not, about syria, is gaining momentum, and is now the real option on the table. but the compromise could end up being an unintended kobs
