art cashin doesn't think we're going to hit it this year. pulled back away from that number after getting as close as 13. >> a day and a half left. >> now to jackie deangelis for a check on the energy inventories. >> hey, sara. just waiting for the department of energy to release that data right now. the an api gave us a build last night of 4.1 million barrels. that was expected. traders are looking for a draw of about 1 1/2 to 2. crude prices are pretty much trading flat but holding over the $54 mark. the doe is out with that number. it's a build of more than 6 million barrels. that's actually bearish for crude oil, but none of the bearish factors are having an impact right now on this trade. you can see we're actually just trading a little higher here. what's interesting to note is that the short squeeze probably is done. we're looking at a trade right now where people are repositioning for the new year. they're bullish on equities. they're bullish on crude oil. and they're setting up for that move that we've talked about to about 60 bucks

thanks to cash aart cashin and everybody. back to donald trump's public comments on the u.s.ilities and future trade deals with china. we're joined by mike holland, holland company chair, along with steve ott, chief investment officer. steve, what do you make of these markets? broadly speaking, we had so much excitement going up to 20 k, excitement about the tu nu trump administration and now all these geopolitical concerns and the fact we've stalled out. >> we've been talking about a wall of hope. mostly markets climb a wall of worry. now we're climbing a wall of hope. we think that will be the theme next year. we've had a sharp bump off the lows really with the trump rally. and it kind of makes a certain amount of sense. i think you got ten years of the economy in slow growth mode, repressive interest rates, high regulations, strangling the economy, and now we look to the promise of something much better and the markets are trying to discount that. the issue is no one real hi knows how much earnings go up on all this. >> they seem to have discounted a lot already. >> we thi

art cashin saying we would like to see it happen before we turn the calendar. >> i think there seems to be this mechanical sell stocks to buy bonds kind of passive index funds. i do think that is out there. i feel like we all sense that we are being tantalized by this move. if it were a third of a percent below it could be exactly this frustrating. >> likening it to the one minute on new year's eve. just another minute in our lives but is momentum. >> it's a point in the index chart to assess exactly how far we have come. i would say the s&p 500 also barely went up in approach. didn't quite get there. it is as calm as you would expect for the final week of the year and with the upside bias that you expect. >> if only the dow behaved like the s&p we would have been above 20,000. >> heavy industrials and financials. today was tech stocks having their turn so the nasdaq and s&p. it all makes sense on paper. i don't think the 20,000 thing will really be a story line that continues that much longer. it is a thing where it represents the fact that the market has come a far distance in a sh

let's bring in director of floor operations at ubs art cashin. right. >> what is happening at those levels where we're being turned away? >> well, i think what happens is once you stop, the first time we ran into the rate hike. and once you set thaup that kinf resistance -- i know i've gone this far before but i can't seem to get past it, so a lot of it is psychological rather than technical. but that makes it work anyway. >> how long do you expect that to last? i mean, does history give you any clue? >> well, not specifically to those numbers, but let us hope that we don't have as much trouble with dow 20,000 as we did with dow 10,000, because we punched above it and then pulled back and then it took a while to get back above it again. in fact, dow 10,000 was such a struggle that we crossed that line 67 times before we finally got above it and stayed above it. >> march 29, 1999 was the first time, height of the tech boom. and then of course the bubble. and it's been a bumpy ride in between then. the bubble burst, the financial crisis happened in

art cashin's take after the short break. >>> the dow is up about 52 points, recovering a bit of lostound after yesterday's fed-fueled selloff. the fed deciding to raise rates for the first time this year. second time since the financial crisis. joining to us talk about what it all means for the markets, ubs director of floor operations, art cashin. good morning. >> good morning. >> you digested the fed rate hike, the dot plot, news conference, do you think it will be a risk to the rally? >> i think you have to put it into perspective. last december, the last time they hiked, the dot plot predicted four rate hikes for this year. >> completely wrong. >> completely wrong. >> they say they're data dependent. i don't know why they have the dot forecast. >> not only are they deadly wrong, they're data-dependent. i think they went this time because the market gave them a free pass. and that's where they wanted to go. we're beginning to see a little bit of the fallout. many of the central banks in the gulf states raised their rates to fall in line. going to want to see what happens with the

can we count on that late december strength and do we have to see sentiment come up. >> as art cashinindicated more than a billion dollars to buy. if a dip of 2.5 points on the s&p can bring out that interest do you think that is what is going on here? >> what happens is everybody has gotten bullish and corrections are natural, normal and healthy until they come in. once everybody gets bullish and measures that 58% are bullish according to investors' intelligence. when that has happened in the past it is the minimum amount of time before the correction has been just under five weeks. you are going to get a correction but typically takes longer to get there. >> what happens if everybody is waiting for the correction so they can buy it? >> to tony's point everybody wants the correction until they get one. everybody says the reasons why this happened is not the ones i thought and then they move to the sidelines. everybody wawants to buy the dip until they get the dip. tony has been spot on for the last 18 months. i can't wait to hear what rick santelli has to say because i totally dig hi

tony, art cashin said that coming in on friday was a waste of car fare and clean shirt. how should we be thinking about volumes and momentum this week? >> first with respect to dow 20,000, items one of those numbers that of course the general public understands probably the most readily understood number that is spewed out from wall street is the unemployment rate. and that is of course widely recognized and widely understood. right behind it probably is the dow jones trim average. so in terms of forging perceptions about the economy and the outlook for growth, financial markets how the dow fairs matters but of course it's just a number. >> when you think about the day that that we got this morning on a surge of consume confidence and home prices rising, as well, what is the economic data telling you? >> that surge in confidence interestingly the highest in 15 years was mostlily on the back of higher expectations, how consumers assess the present actually declined. and that is the challenge for 2017 and beyond. the move in stocks of course reflects optimism about trump a
