. >> good stuff, leads us to art cashin this morning p the nasdaq 100 hitting an all-time high as tech amazon continue to lead. art good to see you back. >> thank you. >> kaplan's point as we look at bonds at 222 and the spread remains fairly flat, why do you think they're so insistent on moving in june? >> i think they think they have to move. we've looked at them for a couple of years now and we've got one rate hike per year and i think they're a little bit behind. i think they're leaning to it because the market believes them. they almost never hiked unless there was a 70% or better belief in the market that it was going to happen. if the market is giving them a free hall pass they'll take it. unless there's a major surprise in the payroll number. >> we get this done this coming month and this discussion is about another one in september or balance sheet, where does it turn? >> it will begin to shift a little bit to balance sheet, september is a possibility. i don't think the economy is humming long enough to make that a virtual certainty. that may put it under question. you'll prob

let's bring in our art cashin from floor operations from ubs. like we'll get a higher start to a positive month of may on the last trading day. you're watching oil down though, down 3%. >> well, i think if oil manages -- if wti breaks below $48 it will be a factor yet again. even though oil didn't get badly beaten up yesterday, the energy stocks were -- what led to the downside. that could be a problem. the other thing is that traders are getting itchy. they think things have been too quiet in washington for five days in a row. we're not used to that. >> congress is on recess. >> you mentioned energy stocks looking -- really struggling. also banks. they have been kind of two weights on the market and on the other hand, we talk about the growth and the tech stocks that have been managing to kind of keep the markets supported here. is it sustainable? do you think that's just going to be the way we -- the way we are for a while until we see the acceleration or something? >> i mean, the tech stocks have diverged from the rest of the market. you got

art cashin was telling me it was higher than that earlier, but it has come off those numbers.o we're only seeing a buy side to $240 million with the dow down 353 points. back to telecom, michael mccormick, why are you bullish? is it simply if it is down this much it may be time to buy. >> certainly sentiments couldn't get worse in the sector, that's for sure. jonathan points out the environment remains competitive. we all know that. i think the negatives are pretty well-known. the question is the changes to government make a difference. in fact, we think they do. you know, tax reform would be great for at&t and verizon. i think that's an m & a component where if we see a merger perhaps we have a more stable and competitive landscape which should result in better placing of the industry. with respect to cash flow and margins, cash returns are not great if you consider spectrum as -- well, the fact their capital spends. i think a stable environment for the foreseeable future. >> jonathan -- >> i take the other side of that, bill. >> go ahead. >> yeah, you've got cable companies
