of those categories. i would say this ordinance does what many of the speakers have been asking to do, which is allow the department to hold multiple entities responsible for a nuisance. in fact, that is the dept.'s current practice. >> it was reported a number of times here at the podium that when there is an investigation, it always falls on the landlord. tenants are never help responsible for the conditions in their buildings. >> i do not think that is true. whether it is a fact of life of a world of property, property owners are responsible for their property. they are one group of people always responsible for the property. i think there are cases where you know illegal activities are happening but a property owner still bears a responsibility. it is not their practice to hold odors solely responsible, never has been, when there is such a shared responsibility. it is also clarified in the 2006 rules and regulations on control of bedbugs, that tenants have certain responsibilities. that is a four-year

[applause] our first honoree is someone who recently stepped down from the mission campus of city college, dr. carlota del portillo. [applause] you know, she's had a lot of firsts. [applause] she was the first latina president of the hoover mi firs president of the hoover middle school p.t.a. she was one of the first latinas to gain a doctorate in education from u.s.f. she was the first latina named to the civil service commission and the first latina named to the san francisco human rights commission by mayor dianne feinstein. in 1974 she was a member of the civil service commission and she cast the deciding vote to integrate women into the san francisco fire department. [applause] but she wasn't done there. she was the first latina to win a citywide election in san francisco without first being appointed to the position when she won her seat on the san francisco board of educat

there are four categories. that depends on how much they cook, how much -- or kind of cleaning devices they have. this will be a category for a place that reheat food, maybe a coffee shop. they are not required to do anything in terms of grease- capture equipment. it will simply clarify that. then it goes all the way up to category 1. for example, a steak house that has a lot of greece but has no equipment. those in category 1, that have been violating the existing code, they will be required to put in the automatic grease removal device. other books with existing equipment just need to service and properly maintained it. there will be some clearer standards on that because we are finding out that most restaurants do not know what that means. the last thing i will touch on has to do with cost. the reason it has taken us so long to get to the board is because the grd's are more expensive because they are automated. we have some vendors come out to give us some qtuotes -- quotes locally. they can range from $1,00

the last category of concerns have been around policies.cerns that many of us have had about the new proposed surcharge for limited use muni tickets. i am pleased that it was suspended after it was initially discussed but i want to know what the plans are going down the line. i requested this hearing about a month ago. i want to credit agencies for the progress that you have made in the last couple of weeks. i understand even as today there is a press release about how muni past the lip -- distributors will sell clipper kurds in november with the fast pass. i think we are making progress but i think what i would like to hear from the mtc, and tsa, is what sorts of things you are thinking about and how we can have a conversation so that we can transform how san franciscans and bay area residents get around and ride transit. with that, i know there are two presentations from the mta and mtc. at that point, we can hopefully have a good conversation. >> i work for the metropolitan transportation commission. the plan is for me to cover the first

one question i have is you have a category of mental health detection. can you talk about what gets bundled into those numbers? >> to be honest with you, it says mental-health detention. i believe, those are the 51 detentions since the general hospital. they are basically -- whenever an officer responds to an incident where a subject is deemed to be a danger to himself or others, are then taken to the hospital for observation, rather than arrest. >> so we supervisor chiu: dick -- supervisor chiu: so where do these quality of life violations fall into? >> this is the first time i have had part two in this format. i have responded in the past with part two crimes, in a different format, and i could add in quality of life. i can pass on that information. i do not know where the mental health issuance and quality of life -- i am not part of the -- supervisor chiu: you have hundreds of citations given on the sidewalk. where do we see that? >> it is not captured in this report. supervisor chiu: you just said all of these crime were buried under part 2. >> in t

the public hearings for this category is close. before you is item eight, case 2007. 1202e, certification of the final environmental impact report for the harry treaty -- tracy water treatment plant. >> good afternoon, president miguel. i am tim johnson with the environmental analysis section of the san francisco planning department. the item before you is certification of the final impact report, or the i r -- or eir for the carry tracy water treatment project, proposed by the san francisco public utilities commission. an updated copy of the draft certification motion has just been passed out to you. the draft was published on march 31, 2010, starting the public comment which extended to may 17, 2010. during the public comment, one public hearing was held in the project area, in the city of milbray, on april 29, 2010. the hearing was also held in san francisco. the comment and responses document was published

it goes from category 1 to category 5 this will most likely be a category 1, maybe at most a 2. the only areas for concern are down there maybe in cozumel or cancun. that should be about it with this storm. doesn't look that impressive. kind of a small storm. as far as the forecast from the hurricane center, right now barely on the lower end, category 1 hurricane. it will continue to move to the north as we go throughout the next two days. it should be off the coast of cancun wednesday night. after this, it looks like it will head for the u.s., but it will stall out and weaken near the western tip of cuban and die out by next weekend. the sheer, the things that rips storms apart will increase in the days ahead. that's why this should not turn into a big, strong storm and be a big problem for florida, such as wilma was. this storm system, hurricane now, probably the cancun area, a tiny bit of rain and damage. that's about it. it doesn't look like significant impacts. computer models are all weakening it. only one brings it close to south florida. as of now, that looks like an unl

so those are the three categories of services. my findings i am going to present to you by service category. i am going to start by presenting to you my findings about technical assistance. so, i found that there is inconsistent quality of technical assistant services. some of them use high quality tools to provide high quality services, and others unfortunately do not. there are no standard universal tools or standards for service provision, i found. i also found there is insufficient access to services. one of the main problems is that a lot of people don't know that these services even exist. they don't know about the sbac, and they don't know about the ndo's. i found there is a lot of technical assistant for micro enterprises and people starting new businesses, but there is insufficient help for owners of existing small businesses. i found that while some neighborhoods and demographic groups receive adequate services, others are under served. for example, the con ton ease -- canton ease community, we have had a problem providi

and these would come under that category. what do you guys plan to do with these units? do you plan to have to move these people out? are the units going to be legalized? because that's one question, and you know, the other one, you know, i like the recommendation. i like, you know, nudgal market by requiring evaluation upon sale by a decline. -- by a dead line. well, there's a percentage of buildings in san francisco that never go on the market. and probably never will. they stay in families for -- i don't want to say centuries because san francisco is a relatively new city. but for a long time. and they may outlive a couple of earthquakes. so i don't see an awful lot of these earthquakes getting condemned because of that. and the other, you know, the other -- i remember there was one meeting i went to. there was a rep there from california insurance, and he gave a talk, but he really didn't say very much. you know, what initiatives do we get to retro fate building. a three-unit building we receipt fit it and go through the whole ba will you about tenants but angry nean

the next category of rates is two part rates. this is what you have now for the water bill, where we have a charge that represents 20% of the average bill related to fixed equipment and fixed capital costs. then there is an 80% volumetric where the more you use the more you are billed -- volumje metric where the more you use the more you are billed. tiered -- if you are a super user, it is there a way to structure a discount for people with low usage tax on water and waste water, we have to tears. for your first three units, you are charged one rate. w-- we have two tiers. in those categories are often used by other power utilities, typically used as well by water and wastewater utilities, and are fairly common already to you based on your prior rate settings. over to the right are the newer things that will also be coming before you. differentiation for time of use and seasonality -- this allows for special pricing or price differentiation for peak demand in a day like today. a lot of air conditioners are being run and the cost
