in the sub-category of alcohol included drinking and public consumption of alcohol and being drunk in public. year to date of 2007 there are 1812 violations four citations issued. for 2008, 2009, and in 2010 up through august 368 violations. in the analyst subcategory, these are the pooper-scooper laws, dogs not unleash. -- not on their leash. we noticed we had one violation in 2007. in 2009 we had 27. as of august of this year we have 22. moving on to camping in public, which is camping or sleeping in vehicles or the park. we have 1210 in 2007, 1885 but in 2008. under the next group of violations, the panhandling group, there we have basically peddling without a permit. aggressive solicitation. panhandling by a freeway. if you look at 2007 there were 744 sites. 883 in 2004. -- 2009. supervisor chiu: this is exactly the information we have been looking for for many months. it is interesting how while the the numbers seem to jump from year to year. -- while thildly they seem to jm year to year. 100 offenses in the past year. looking at the business and professional, possession of open

if you look at the categories, we will go through how much we are spending in each of those categories. keep that in mind. we will present you with a few specific examples to clarify this later, but we wanted to explain that although a few initiatives may be categorized as an environmental program and the costs associated may be reflected under the environmental category, that specific initiative may also have work force and economic development or positive land use impact. on the slide is a list of the different categories with approximates of how much we are spending in those areas. again, they are rough cost estimates for several community benefit areas we put together during the last week or so. trying to give you a flavor of the type of investments we are making in the community. the information we have been able to collect regarding specific initiatives we have received demonstrates that we are spending approximately $31 million annually on work force and economic development initiatives. we will spend approximately $50 million this year on a wide range of initiatives that could

so there are lots of different categories of services. who are typically, richard, the people that are going into these and availing themselves of these services? well, i think it's important to understand that there's actually several categories of homeless persons. there's, on the one hand, people who are transitionally homeless, people who spend very short periods of time in one of the emergency systems and then who basically make it out on their own, as well as people who are chronically homeless, who spend many, many years or months in homeless shelters or on the streets. and even among the chronically homeless, there are a number of people who spend primarily most of their time on the streets, as opposed to other people who spend a lot of time in homeless shelters. and then another category of people who cycle in and out of many different kinds of homeless services, as well as emergency services and institutions. and, robert, there are so many aspects to doing outreach to the homeless population. what are some of the approaches that

first category is citizen of standards. we have stories of ordinary people doing extraordinary things all over the united states. for people on behalf of people have a world away. these kids in northern uganda, the genocide survivors indoor for, and the women and girls of the condo, stories of people standing up and doing something when they had their enough moment. they all described them in different and fascinating ways to see why people do what they do regardless of if it's about africa. anybody who has a hard for some kind of cause, where they come from. why are they actually doing it? what does it grow back into? so people talk about that and tell their stories. we have students as young as 12 years old talking about the things they have done. talking about their activities. here not too young, too old. never too late or too early to get involved in something that you believe in. these people are all talking about the kind of work that they're doing to fight human-rights crimes on behalf of people there will never mee

the budget amount for each category was within the 10 percentage points from the management plan. they also met the requirements to have 5% of their income come from other sources. they have done an amazing job raising money. noe valley association has a relatively small budget. it is a little over $200,000 per year. they fund-raiser a lot of funding to help provide the services they provide. they raised 12% up to 15% of their budget in other sources, which is really amazing. the actual expenses were proportional to the revenues and also to the budget amounts in each category. they did spend more than they originally budgeted. they received actual grants for specific projects. in the beginning of the year, they budgeted a certain amount. they ended up fund-raising and getting more money, so they spent more in those categories, district improvements. in carry-over funds, every year, noe valley association has those carry-over funds. they have to use them in the first six months of the fiscal year. the assessments are not transferred to the a cbd until january. from july 1 through d
