to something that was never even conceived of and has really stimulated a specialty, retail category that today, is a huge business for small and big companies. and it is, i think, proven that look, a lot of small companies are on the verge of disaster every day. and you know, i am not, i am not one to say well we out to be proping those up, if they can go on indy go, go and get $50,000 to extend their life that is great. i don't think that we ought to legislate, sort of, you know, putting the companies on life support. and i also think that it is proven that when large entities prove a category, that that creates a symbiotic effect where they find a way to differentiate themselves and i think that today it is regarded that star bucks coffee is not that great even though they pioneered the category, what they do is a phenomenal mix of things but they have allowed all of these other people to come and do specialty things around them that are independent, you know, entrepreneurs who are getting or starting great companies and san francisco is a great beneficiary of the coffee movement.

they are separated into seven categories. most of it is going to transit. $90 million is going to transit. about $14 million going to pedestrian, $30 million going into parking infrastructure and the remaining going into our bike program. so, this is a break down of the request. as you can see the majority of the funds. i'm sorry, this is a 2012 status update. disregard everything i said. this is what happened in the bond issue. we issued $26 million. so far we have encumbered about $17 million of that. the 2013 project criteria. if first criteria was to fix the gap, the 2012 revenue bonds wechlt looked at the projects with 5 years, we looked at the program that had data good repair shortfalls and make sure they align with the strategic plan and the strategies and we looked at the bond asset requirements in terms of the asset life running $30 million, the project timeline would have to be within 36 months and the cash flows and the ability offset to free up other funds. so, this is the $150 million that we are proposed for 20

the strategic plan actually is a better example and that is one that we discussed in that category and the other part of the retreat, we felt could be well spent deciding how we might prioritize our work as commissioners. both as the commissioner as a role and in our respectful committee and the idea was that we would ask staff, to give us some recommendations on priorities and that we would then go through a process of deciding which ones we wanted to invest our time and resources in. and it would not be, you know, a vote on the merits of the priorities it would rather be what are the ones that made the interest, and the interest of individual commissions who would be, you know, willing, to work both individually and collectively to help the department staff achieve their goals. we came up with a very long and pretty exciting list, which you will find in your, no maybe you won't, because you don't have the agenda of the agendas of the or the minutes on the policy committee, so with your permission, should i just read what the ideas we came up with? >> sure. >> strategies for advancing

there are two categories of homelessness. this is on the end of been able to afford to live in san francisco. that live paycheck to paycheck. when they do not get that next paycheck, they could be homeless the next week on that level, we need to continue to support economic development, support job creation, small businesses, the act would create 60% to 70% of the jobs in san francisco. we need to push legislation white -- like local hire, which is supervisor avalos's legislation. we demand that companies hire folks from our city. that is one end. we have to do what we can use to subsidize other essential services, whether it is transportation or public health, so people can afford to live in the city. then you have another category of homelessness, which is chronic homelessness. it is not just living paycheck to paycheck, but other issues like mental health or drug addiction. that is a much harder population to address. i think -- the district that i represent as many of the community organizations. it continues to be a pres

a major urban area getting hit by a category four level storm.now the typhoon has weakened somewhat. is there still a sense of urgency there? >> well not really that we are seeing here. hong kong is used to being hit by strong typhoons. the city here was closed down completely in august when the typhoon at the time which was the most powerful typhoon of its type on the planet and that shutdown transportation. the stock exchange, one of the world's biggest stock exchange closed down as well. people just tend to let these things ride over the top of them. but this is going to be a direct hit. the last time there was a direct hit was last year and that caused not so much -- so many injuries but significant structural damage to the city. at the moments we are seeing boats heading in to the typhoon shelters some. shops are probably at least recording an increase in sales. but at this stage because of the warm weather and the sunny skies, people still don't have that sense of urgency. >> the calm before the storm as they say. craig leeson live for us i
