in the case of caterpillar, our effective tax rate is 29, 30% year in and year out. competitors that are non-u.s. based, and that's most of them, all of our kpe sigs have a tax rate far lower than we do. our individual competitors. so we have to deal with that in many ways. so the need for reform is great. that's one of our messages to washington consistently. that's been a leading initiative make it easier. it's a big part of that. you're one of several ceos have that been talking about this. why has it been so tough? >> i think it's tough for that reason because it's a political issue. what we have seen in washington just makes it difficult to attack anything. this is a tough one. this is a big deal. everybody has something. it's a tough one to get done but it needs to get done. >> now with a look at what's coming up, the other big story of the weekend, benghazi? >> yes, we're going to focus on the latest e-mails and much of the media initially ignored this story but then it exploded in the white house briefing room. press secretary going at it with reporters from
