catie beck in victoria, thank you very much. shanna mendiola has been tracking the updates for harvey and join me now with more on the path and what people can expect over the next she ever hours. shanna, is there new information or is this the same producer of water that it's been over the last several hours? >> that's right, thomas, unfortunately it's doing the same thing. our latest update shows the center of circulation, 25 miles northwest of victoria, texas, that's pretty much where it's been all day. the speed of the movement is two miles per hour, slow enough to be like a person walking down the street. it's not making any moves. the wind has died down and now it's a tropical storm. we won't see the effects of the rain go away for several days. it does make a turn towards the water. that's a problem, because it will keep this storm going in the form of a tropical storm. those winds will increase as we head to maybe wednesday or thursday of this week. so several days of rain, again, still the major concern as we head into

this according to catie beck who's on the scene there in victoria, texas. let's bring in jeff who has been chasing storms more than 35 years. today he is one of the only outsiders who managed to get into rockport, texas. that was literally the ground zero of hurricane harvey as it made landfall last night. jeff, with a welcome to you, you were there in the eye of the storm. talk about what you saw, what you heard and how eerie it is when the eye of the storm passes over you. >> last night we had winds gusting over 140 in rockport. we took shelter in a car wash and had a building disintegrate right next to the car wash, around the car wash roofs were coming off. as the car wash just in the nick of time, the eye came in and the winds went from 140 miles an hour down to calm. we had to clear a wall of debris in front of the car wash for three vehicles to escape and i went back down to a place near walmart, took shelter there and helped the truck driver escape. i stayed there and then the back side hit us and it was super bad. but the bigger story right now, th

our catie beck was in victoria. she saw folks in line at a food truck trying to get a hot meal. we'll go back to katie, i i was curious. have they heard the news that president trump will come to texas on tuesday to survey the damage. is that welcomed news and what would they like to see from our federal government? >> reporter: we actually have someone standing by that will be willing to answer that for us. this is paul and paul you're here in victoria, lifelong resident. what has this been like for you? >> we were blessed, first of all. no injuries to the family and friends and no major property damage. so we were very fortunate. but it has been tough getting a hot meal. it's been one of the things we saw this on social media and decided to come out and load up on some hot food. we've been eating canned foods with little to no heat. my dad finally -- we pulled our resources and my dad has -- we fired up the barbecue grill earlier and made breakfast this morning. >> reporter: you guys are sitting in the dark with no air-conditioning in texas. >> this is southeast texas and it's

any downed power lines that you've seen, catie? because with that kind of water and downed power lines, that's a disaster itself. >> it is. we actually have seen downed power lines. we've seen a lot of leaning power lines with cables hanging down, which as you mentioned can be really dangerous with water. as you can see this whole area got sort of tossed. trash cans tossed over. you can see this power line hanging down here. most of this area does look like it was tossed. the trees down, the limbs down, the power out. there does appear to be a little bit more movement on the roads than earlier today when we first started making our trek from corpus christi to victoria. it was still sort of a ghost town on the highways. we are seeing people out and about more. as this flooding continues, that's going to be a serious problem. >> all right, can you just do us all a favor, can you just make sure those homeowners get that dog that was in the picture and bring that dog home. >> i'm going -- i am going to go -- yes, i know. i'm going to g

and catie, really that center, one of those eyes. you standing by some of the devastation right now. >> reporter: absolutely, richard. the devastation can be seen very clearly ner no downtown victoria especially behind me. a carobousel here on a 45-degree angle and that is because a tree was uprooted next to it on the sidewalk and took the car with it. dounld trees are pretty much everywhere here in victoria as well as power lines. you have to be very careful when you're maneuvering the streets because if the streets arpt covered with water, their covered with debris and with trees. joining me now is dee wheeler she is a neighbor here on this street. you had some pretty extensive damage to your home. >> yes, we did. we had a hundred year old pecan tree fall at the roots across our backyard and into our house. >> were you somewhere state of at the time. >> we were in our base. we have a storm cell ar. >> it's been very, very windy. the winds were unbelievable. we were sitting out there just listening and i know we heard some tornadoes

texas, is under mandatory evacuation orders as tropical storm harvey is expected to return and nbc's catie south of there in corpus christi this morning. i know the sun is going to come up, so how is it looking now? >> reporter: good morning, frances. we haven't seen the sun in days and actually it's just starting to rain here again in corpus which as you know largely got spared in the storm but is now sort of become a hub for resources. people seeking gas, people seeking supplies. there's a lot of towns in between corpus and houston that are under major flood threat primarily because they're on rivers. right now, a lot of those rivers are very close to cresting. one town in particular, victoria, texas, where we spent a lot of time yesterday, nerves are on edge as the rain continues. victoria has taken the brunt of this storm at every stage and their river the guadalupe, is rising very quickly. we spoke to a business owner yesterday who was in tears at a gas pump expressing his concern. he has six children, he own as a small business and the last time that river flooded in 1998 he lost eve

let's check in with catie beck. and then nbc news meteorologist shannon mendiola. let me start down in copperous. on obviously, cratey, the concern is where exactly did this show comma shore, a few ticks east or west it's a type of damage. is everybody ready? >> i think at this point everybody is ready, chuck, as you know there wasn't mandatory evacuation orders here in corpus christi but take a look at these streets. it is an absolute ghost town here. this is downtown corpus christi where you can see the wind gusts already pushing that rain down this empty street. we can see some debris already gathering on the side of the roads, some tree bark and boxes, litter. this is going to bring damage one way or the other. wind gusts are supposed to be up to 120 miles an hour when harvey makes landfall here around 1:00 a.m. but as you can see, people really did heed this warning. they did take it seriously and they got out of town. there really isn't a single car on the road. every business is closed. many of them boarded up. but as we said, this is going to make landfall
