let me thank cato for the support. cato has offered intellectual support along the way. i live closer so i don't have to race so much after the last vote of the day. let me tell you how i got focused on this. let me tell you why it's so important that we undertake this effort and what the undertaking might mean down the road with respect to more broadly questions about war powers. it was 2002, i was the lieutenant governor of virginia. i had no idea that i would ever run for a minute -- much less be in the united states senate. i had no idea that my child would end up becoming a marine effort she officer, but i was listening on public radio to the debate about whether we should go to war with iraq. i assume that everyone had a lot more knowledge than i did so i felt i didn't necessarily have a clear sense of what should happen, but one thing really struck me and that was it troubled me greatly and only one senator was bringing this up. it troubled me greek greatly that they iraq war was happening rabbits were midterm election. no one could explain why october at all read

[applause] welcome to cato. i am going to provide a minute or so of additional background and then we can get into the discussion. i became aware of the governor's achievements when i did the 2020 report card. she got the second highest grade, second only to governor sununu of new hampshire. in 2022, she continued on with her tax reforms and got the highest grade. governor reynolds has put together the most impressive set of tax reforms in years. she put in place occupational licensing reforms. she has initiatives this year to reform regulations in iowa, to restructure iowa government, to reduce the number of agencies, as well as school choice reforms which we will be talking about with the governor. on the tax reforms, as jean mentioned, the governor started her drive in 2018 with cuts to the top income tax rate and corporate tax rate. as jean mentioned, the top individual rate will drop from 8.9% down to just a 3.9% flat tax. on the corporate side, the rate dropped from 12% to 5%. what motivated you or inspire
