kerry cavanaugh saw that in person today. she joins us live from baltimore county. i take it the parking lot was never crowded today? >> it was not. if you showed up. 2:00 this afternoon, it looked pretty much the same. as you mentioned, voter turnout was lower today. they are guessing the term that will average just over 10% across the state. you cannot blame the weather for keeping people away from the polls on this beautiful spring day. boaters' trickled in to cast their ballots in maryland's primary election. >> i have never not voted since i was eligible to vote. i think it is important. it is part of being a citizen of the country. it is what enables me to have a say in government and to be able to influence it in some small way. texted officials estimate that around 10 percent of registered voters cast a ballot with the turnout peaking in 16% in conservative maryland -- conservative western maryland. officials did not expect people to pack the polls given that maryland is a heavily democratic state and the president is running for reelection. joe got up at 5:

officer cavanaugh arrived on the scene and assisted lane and was still struggling with one of the murder suspects. lane immediately called for medical assistance. the deputies arrived and were quickly briefed and directed to enter the residence and locate the other outstanding suspect. the into the house without hesitation and were told by the victim's son the they were still in there. the officers moved further into the residence risking their own lives. the officers located officer august and began a systematic search of the residence. the first searched the middle level where they located a gun on the dining room table. the officers secured the gun in his shirt. the middle level was cleared as they moved to the upper level. they saw another gun lying on the bed. they moved to the lower level. they heard movement coming from an unknown area. they identified themselves as police officers and observed a woman walking towards the with a kitchen knife in one hand and a cell phone in the other. a woman was trembling with fear and told them she was the one who called police from the closet.

. >> reporter: neighbors say one pilot's parachute snagged on a building near pat cavanaugh's back porch>> he apologized very much for hitting our complex. i told him, don't worry about it. everything's going to be fine. let's just get you out of here. >> reporter: navy sources say the plane suffered a catastrophic mechanical failure just after takeoff and began dumping fuel. chandler blake ferguson who took this picture of jet just before impact says he saw smoke and fuel pouring from the back of the plane. witnesses say it was obvious the pilots had little or no control. >> it just looked basically like he dropped out of the sky pretty much. the front end of the plane started going down and then, boom, huge black cloud of smoke. >> we heard the plane flying and then all of a sudden there was just this terrible loud crash and everything shook. >> reporter: navy investigators are pretty certain what happened of a catastrophic malfunction shortly after takeoff. this was a training flight. that means the pilot in the front seat of the plane was training. the pilot in the back, of course, w

pat cavanaugh found one pilot still strapped to his parachute. >> i made sure he had no broken bones. crashing into our apartment complex. i chuckled about it and said, don't worry about it. you're alive, and we'll get you out as soon as we can. >> we had jumped over and started kicking in doors and one lady shut the door in my face, she was so scared. she didn't want to come out. we had to go in after her. that's when the roof went. we were running out of the building as it blew up and carobed in. >> reporter: four people on the ground suffered minor injuries. as for the pilot, one of them was carried on a stretcher, the other walked away with a police officer. now the focus shifts to the cause of the crash. the jet took off from nearby ocean a na naval air station and spent only seconds in the air before going down. >> initial indications are that that aircraft suffered a catastrophic mechanical malfunction, the specifics of which i don't want to speculate on. >> reporter: a horrific scene that so far claimed no lives. and the wreckage remains at the crash zone, which is just a few

gerrie cavanaugh is live. >> neighbors described the victim as a devoted mother of three. someone who they never expected to die such a brutal death. neighbors say this northeast baltimore house used to be home to a young family. monday afternoon, it became a crime scene. >> when officers arrived, they found the woman suffering from trauma to her body. the victim was transported to an area hospital where she later died of her injuries. >> the victim put the house of for sale over the winter and moved out with her family. justin lived across the street. >> they played with the kids next door to them. i see all them playing. even though the move that, they are bringing this kids over so they can play together. " she had arranged to meet her sister to move some personal items on monday. they tell us the sister arrived and discovered the victim dead in a bathtub and ran screaming out of the house for help. >> she was literally shaking. >> as police search for a killer, their sense of calm has been permanently shattered, neighbor said. >> the neighbor is -- neighborhood was qui
