they are not sure that it can be done, so i talked to cbo about this, and cbo can't take a position, but they do, you know, figure out what's going to happen. and so under their deal only 80% of this money is going to be spent or set up by ten years. so at the end of ten years only 80% of these work requirements are going to actually be established. that's how hard it is to do. and after the third year of the program only .3 of a percent of the people that are in this group of people are going to actually be in a training program so one of the biggest questions is, jim had talked about it, we set up these pilot projects, and the idea was to figure out what works and what doesn't work. we'll have the information on that in 2020 or 202 is or whatever it is. huh? so my question is so we're setting up something that we're not sure how it's going to would be. we're going to spend all this money and create all this bureaucracy. if we only have .3 of a percent of the people of affected in 2021, why don't we wait until we know what's going on until we jump off the cliff. i don't know why tha
