cbs news, new york.overnight news" we want to begin tonight with some breaking news; the president just announcing new actions to try and ease the pain of the baby formula shortage. there are two major measures, first to help with supply chain issues president biden is invoking the defense production act to get ingredients to manufacturers. that means suppliers will be required to give resources to infant formula plants before other customers. and in hopes of speeding up the import of formula from other countries, president biden is now directing his administration to use government planes to go overseas and bring formula home. meanwhile, house lawmakers are voting on a bill tonight that would make it easier for low-income families to get formula. americans who take part in a nutrition program called wic usually have to get a specific brand of formula. well, this bill would allow them to get a different brand that is actually in stock. we have a lot of news to get to tonight. we'll start with cbs' jamie

i'm matt pieper, cbs news, new york. ♪ >> announcer: this is the "cbs overnight news." >> tonight weto begin with a crisis many say shouldn't be happening here in the united states of america. a struggle for parents to get baby formula. we learn today that the white house is now scrambling to find a solution to the country's worsening shortage. president biden spoke earlier with retailers and manufacturers and is trying to import more supplies from other countries. nationwide, parents are doing whatever it takes to feed their babies. message boards, social media, and offering to swap formula. we're hearing stories from moms like one in texas today who usually gets formula for free from social services, but she says they've been out of stock for two months. in eight states and here in d.c., more than 50% of all formula products were out of stock, and an additional 28 states have stock shortages of more than 40%. doctors and health care workers are urging parents to contact food banks or physicians offices. and the big warning tonight, do not water down formula to stretch supplies. we'

we get more now from cbs' jeff pegues. >> reporter: f.b.i.couring the tops grocery store, piecing together the shooter's movements during the attack. they are also poring over writings the suspect kept online. cbs news has reviewed the postings, which sources believe to be authentic. the writings run over 600 pages and indicate that he was radicalized and starting planning five months ago. in january, the suspect identified the rifle he wanted to purchase. he was able to buy it legally, despite undergoing a mental health evaluation after making disturbing comments at school about murder and suicide. >> he fell through the cracks but he should have been put on a-- on the nics and flagged not to be able to purchase a gun. >> reporter: in february of this year, three months before the attack, he first mentioned the tops grocery store writing, "damn, that is looking good." he called tops "attack area one" and cited two other possible targets. according to the suspect's posts, he drove to buffalo on march 8 to look for targets, got a speeding tick
