cbs news has also learned the president-elect hopes to announce all of his cabinet picks by thanksgiving. trump is preparing for day one of his second term today vowing to declare a nationalcy and use the u.s. military to carry out a mass deportation. cbs's caitlyn huey-burns has a new details. >> reporter: to carry out a campaign promise. >> on day one i will launch the largest deportation program in american history to get the president bunt criminals out. >> reporter: president-elect trump is going to use m national emergency. and administer his mass deportation plan. military personnel already offer support on the southern border including warehouse management and clerical work. and they could legally take on additional roles. but they are not permitted to participate in civilian law enforcement activity like arresting migrants. an expansion of military might which could lead to a certain legal challenges. declaring a state of emergency would allow trump to tap into additional funding and resources needed to carry out a mass deportation program of this scale. >> the pentagon budget that's where the money is. that's where the people are, that's where the aircraft are.
