let's bring in cbs news election law expert david becker. and, david, if you can, talk about what's going on right now in the state of pennsylvania. we have about 111,000 outstanding votes, including those provisional ballots. is there an opportunity there for president trump to stop the vote or intervene with the courts or some sort of legal matter that could shift it in his direction? >> it's really difficult to see how. a couple of things to note about pennsylvania. first of all, although the president and his supporters have made baseless claims about fraud in places like philadelphia, president trump outperformed his 2016 performance in philadelphia. he got more votes and a larger percentage of the votes in philadelphia. the 111,000 ballots coming in are scug pretty heavily emocratic and that is why vice president biden is very close to exceeding president trump's victory margin in pennsylvania in 2016, which was about 44,000 votes. i think it's very likely he exceeds that. then there are the two groups of ballots that come after that.
