so the energy markets have gotten more comfortable with ccas and so i know you're considering before this body and the budget analyst is reviewing fiscal impact right now of a direction by your body to have us do that consideration of feasibility work with a partnering with marin. if that were the case, we would do our best efforts to try to get as good of terms if the cca partnership with marin were similar to that of richmond. that didn't require the money down and so -- >> and i do appreciate that, but i just don't think that a conversation about the cca reserves should be happening within the context of the overall budget. i think that should be a separate conversation. if there's a desire to reprogram cca funds that should be brought to us separately and not within the context of the budget. i wouldn't be supportive of this budget that reallocated cca money and i want to make sure you understand that and i would prefer that conversation be completely separate. until we have something on the table to support cca and some clarity around what we're going to need to spend, i'm just

they have worked on both marin and sonoma cca programs. they are involved in the power generation portfolio side and their team as well had the legal counsel for both the two programs. just dealing with regulatory issues, which some of our rfp had some regulatory tasks. once again, those aren't our initial tasks, but something that we may want to use them. so once again i'm recommending that we authorize them to be available to us on an as-needed basis, once again subject to come back to you, if we do asin a task and then add a budget amount. just going back on enernex, their initial bid was $1.1 million, but that also included do something designs of a number of programs that we do not need for a plan. we would actually need it for implementation, things such as design of programs, preparation of rfps. so we were able to negotiate after our interview that the projects that we need from them would be not-to-exceed $210,000 and that is what is reflected in the contract that you have before us. the not-to-exceed amount overall for community

malcolm is being hired, was hired and being paid to work on cca. and that's her job. and we want her to come here and do her job and interact with the bidders for the rfp so that we're getting the best bang for the buck out of this program that we can. again, because it will bring future revenue possibilities to the sfpuc. on the rfp itself, we want to make sure that -- we want to again thank staff for being very good about working with the community and really changing that rfp a lot so we reflected more what the community was looking for and the robustness for the kind of program we're working for. however, i would still say that the advocate community still wants something that pushes the envelope a little more than the rfp suggest, especially on selecting sites. we kind of got word from staff that we would downgrade the necessity of selecting sites beyond those that have already been identified by their sfpuc and sf environment. that wasn't what we were asking for. we were asking for a site selection -- for a site selection city-wide to be completed. that's going

and you can talk to the director of cca at lafco, jason fried, about this. once we get clean sf moving forward we will have access to millions more dollars of energy efficiency funds through that program. it's easier to get funds through the ccup once you have a cca going forward. that's one of the big ones and it's a good example. the san francisco public utilities commission, we've said this to them in public comment, they seem to be not recognizing it and they are continuing to not do any work on clean power sf, even though the lafco is proceeding because the lafco gets it. we know that you get it and we also know your staff get it, i'm not up here to demonize staff. staff has been very clear that clean power sf is necessary to the city meeting its action goals, necessary to the clean action strategy and had it not been from signals from the mayor's office to kill this program when it shouldn't be and when you can get more funds from it, staff wouldn't have felt like they had to leave it out of the climate action strategy. with that said, we and others sp
