ccsf can take common sense and administration to reduce these cannations ancathcancellations g classes that meet the students minimum of 20, even if the cap is not met. so this point, the administration has been treating the cap as the floor and not the ceiling, which is what it's intended to be. at the state level, we can advocate for the resources needed to keep our community in community college and combat the chronic under-funding of public education. at the city level, we can create a community higher education fund to support critical threatened courses, classes and programmes. and we believe the board of supervisors can play and important role bringing stakeholders together to design this kind of a policy. so what would a community higher education fund look like? in 2004, proposition h was passed and it creates a template for a partnership between the city and its expect college to ensure that ccsf continues to provide quality higher education services to our diverse san francisco communities. using that kind of a model, the city has an opportunity to dedicate annual funding in
