do the cops want it or are they nervous about it cedric? >> no. most of the young officers i talk to every day in georgia, they look forward to it. they have a very different attitude about it. they understand the significance of technology. many of those young officer versus grown up with technology. so it's something that they welcome. but the most important thing here to remember that regardless of where you are in your career whether you're at the beginning of your career, at the end of your career this is going to become a very useful tool and one in which the again public across this country is asking for as it relates to as much transparency and openness that we can see. because here again as you just heard tom said it certainly is going to support officers. and it's also maybe even support the statements of our citizens as well too that might be different from officers' as well. so it's going to serve benefit to everyone involved. >> let's talk a little bit about the investigation. tom, local community in north charleston they've handed ov

both of you stand by bernard parks and cedric alexander. back to ryan young our reporter on the streets. i just want to be precise, ryan it's pretty peaceful right now. there have been one or two violent incidents, right? >> let's be honest i've been here the afternoon talking to people in the community and we haven't experienced anybody who seemed like they were going to be violent. right now, the crowd is dancing around us. they're doing a circle around the entire area where people are protesting and you can hear the music in the direction. we're going to walk closer. this right here is called capleta a brazilian martial art, showing this while everyone is kind of calmed down. they don't have the same sort of issues we've seen before. theres has been some back and forth in terms of people yelling at the police and being upset but it has stayed at a distance not the same anger that we saw or experienced from yesterday. i talked to the people here in the crowd and they say they are trying to make a bigger difference in terms of making sure

listen to this. >> taser, taser, taser. >> what do you think, cedric? the police officer shouting "taser taser, taser" at that moment? appropriate, not appropriate, to take out a stun gun and start using a taser? >> well at that point, certainly an officer not knowing exactly what he was being confronted with and obviously he had someone who was running from him and did not know where he was coming from or where he was going to so he's probably just announcing the fact that he was going to taser. what is going to be interesting to note is in that small frame now where you have a witness who has come into play she's somewhat putting some of that piece together as to what has occurred between the time he ran from the vehicle up until the time we saw him shot in the back. what's going to be very difficult here wolf in this case regardless of what happened prior to that shooting it is going to be very very difficult unless some real dramatic information comes forth tlas that is going to be able to state, how does someone who is not a threat to you, doesn't

cedric you were watching these pictures. what do you think? it has all the sights and sounds of a situation that's getting to be out fof control and i would hope that the crowd there would settle down and give this investigation an opportunity to come forth, but people are growing very edgy there, clearly, in baltimore. but i'm in hopes the city will work its way through this tonight. >> okay. cedric you, of course, are the president of the national organization of black law enforcement executives. stay with us as we bring brian todd back in from -- he's there on the ground and, brian this is developing just as we speak here. give us a sense of what you're seeing behind us. objectviously the media is flocking to this ayeah where police are creating essentially a human wall as protesters have become upset over the arrest of protester. >> reporter: that's right. the crowd has now moved on from the scene of those two arrests. they had a tense confrontation with police a moment ago. they have decided to move down the street. we are walking down th

so cedric ed norris is on the phone, cedric what do you make of the response from police? >> it's still very early. i think what's going to be interesting to note here is that as it goes through the night, how is this going to evolve? we don't have big crowds that are out there, as we can obviously see. however, they are somewhat slow about dispersing. i think the best thing police can do right now is be patient and be very methodical in every move that they make and i think eventually this crowd will move on. you don't want to be overly aggressive right now and you don't wants to be passive. i think the rhythm the police department is in right now is a good one. >> ed you ran this department. what do you think of the response? >> i think it's good. i'm not a big believer in curfews. i tried to talk the mayor out of it because last time it worked was italy in the '30s. this is what you get when you draw a line in the sand and not prepared to lock everybody up you're going to end up getting embarrassed, and i think that's what you're seeing right now. but i think they're do

cedric maybe you know better than i do. at least three or four investigations already underway.ng, the city is investigating and now the state attorney is going to investigate and the federal government the fbi, the justice department civil rights division looking into this as well. is that problem so many separate investigation investigations? >> i'm not sure if it's going to be a problem at this point. when you have that many investigative units involved state, local, whatever the case may happen to be each are going to have a different responsibility. the justice is going to have a very different responsibility as well too in terms of how they conduct investigations. but they all would run parallel to each other. i think at the end of the day of all this i think the community wants a full-scale investigation. will there be many similarities? yes. possibly a few differences, that's always possible even if it's one or two agencies that are doing parallel investigation, but at the end of the day, this is all going to be resolved and i think that we're going to find out exactly w

cedric, what's your reaction?video is just another piece of the puzzle that gives us some idea of what occurred during this entire engagement but what i'm really more concerned about more than anything elsesh to be perfectly honest is the fact we see the car being pulled over we see at some point mr. davis jumping out of the car running, for whatever reason. we're not in his mind we don't know why he ran, but for whatever reason he ran. subsequent to that he obviously engaged the police officer again, but it is going to be very, very difficult, i think, for me and many other people to make sense of the fact that from the very clear video that was taken by the video grapher, that there just is no reason or justification upon him running away from the officer on the second interaction we see there in the open field that he was shot in the back eight times. that's just very, very difficult to fathom regardless of what may have occurred before that. there's just got to be something very dramatic that led to that and t

. >> cedric what's your reaction when you heard joe johns' report, when you see that video?hance to listen to the mayor and the police chief earlier in the day at the live news conference. >> well, i tell you, i certainly do agree with mr. brooks. on a number of items that he brings up. at this point there are a lot of questions that need to be answer ed. people around the country are anxious, too. i believe once all the evidence is in witness statements medical records, an examination and are forensics evidence, statements from officers, i think if we give that city an opportunity under the leadership of their mayor who i've had the opportunity to be acquainted with during the last three months on the task force and i believe between her and commissioner batts they'll get to the bottom of what actually occurred. >> is there any real explanation, cedric, why it took 30 minutes to get an ambulance. he was dragged into the vehicle, his legs -- he couldn't even move his legs. >> absolutely not. not attempting to monday morning quarterback here but probably the best thing for th

police force certainly getting its test cedric. we need to talk to you.rcement perspective on this and specifically yours. first of all, i got to get your reaction to what we see happen overnight in baltimore. what do you think went wrong? >> well you know we're all very sad about what happened last night. we're talking about a major american city with a great deal of civil unrest, a long history of discontent between police and community. but we have to move forward and away from where we were last night. and i encourage all the parents in and around baltimore, particularly in the city to keep your children off the street so that that city can begin to make some recommendations as to how it's going to move forward. i think we all are very sensitive to what's going on across the country. but, michaela i have to tell you last night was just what we saw with many acts of just criminality that should not have occurred. but it's kind of a very difficult place that that city is in right now. >> i think it sickened a lot of us i have to say, cedric. i want to a

cedric alexander, as well as us, are always concerned with the safety of the prisoners we're transportingtioning as well as heat and interior lighting. interior lighting is so the transporting officers can view what's taking place inside the van through the partition. >> are there cameras inside at all? >> no there's not any cameras inside the transport van. >> david, just following that, you know when you see the video of freddie gray being placed inside this van, it appears he was lying prone. so my question to you would be -- and you heard that officer say typically, you know, these suspects these prisoners are placed seated shackled belted. but that's not always the case correct? >> i would assume that there have been times and places around the country where the transport has not gone according to the dictates that the officer just laid out. so absolutely. and i think that's one of the key questions we have to understand. once the video stops rolling, at what point did the officers who were driving that van and perhaps a passenger officer, when did they take off? was the suspect secu

. >> reporter: cedric alexander serves on a new task force that has called for a number of changes, including increased community policing. better use of technology. and improved training and education. >> we have to better train police officers. and we all have to be very much conscious in what our implicit and explicit biases may be. >> reporter: the biases may account for more force used against minorities. no complete data on officer-related violence. one group estimate that while african-americans make up 14% of the population, they're 40% of the deaths at the hands of police in 2014. coming on the heels of ferguson, with more issues between police and minorities caught on tape law enforcement and civil rights leaders say we stand at a critical moment. >> and pierre joins us along with our legal analyst, dan abrams and the long-time police commissioner here in new york city, ray kelly. commissioner kelly, let me begin with you. i was struck by one new york city cop told "theashington post." he said the s carolina also shot all of law enforcement in the back. a lot of cops feel that way.

i want to bring in cedric alexander, the president of the national organization of black law enforcement executives. what do you think about this lack of planning? and the real question is from this point on how can police get back the control of the streets here in baltimore? >> well you know don, let's look at a couple of things here. first of all, the city under the -- with what's going on right now, you had the funeral today, how much planning they may or may not have done i'm not certain on and i certainly don't want to speculate. but they've had a rough day. they had a horrible day. as your guests were saying just a moment ago, it's really very hard to gauge these type of situations in terms of what's going to happen. things change moment by moment second by second. if police officers go in too aggressive they'll be criticized and someone may get hurt. if they're not aggressive enough you can lose property such as what we've seen earlier too. it's a moment by moment decision in which we have to allow the police department and the leadership who are there on the ground to make the d

so let's discuss that now with cedric alexander of the national organization of black law enforcement enforcement. van, it appears that the mayor is saying essentially what you said. you can't really have it both ways. you would like to but you can't have it both ways. you can't say you love the city you care about it and then destroy it. >> well i think that she's exactly right. i think she's speaking for the vast majority of the people in the black community and baltimore and frankly across the country and around the world. listen, the conditions of the young people in baltimore, i want to underscore there's a report that says that teens in baltimore are suffering worse conditions of poverty and deprivation than teens in nigeria. i think there's a part of america, that we're only just now beginning to take seriously, they're suffering incredible economic deprivation as well and a horrible series of provocations and pain from their relationship with law enforcement. police have been getting away with stuff for too long. now we're trying to have a reckoning. what i want to say, and wh

i want to get to my law enforcement expert right now, joining me is neil franklin and also cedric alexander. you heard what miguel marquez said. miguel marquez said it's is a big show of force. a big show of force. was that the right thing to do all along? should that have been done earlier? a bigger show of force? >> well you can always monday morning quarterback it. and i think we discussed this before about yesterday. and being prepared. what type of intelligence they had, and you know which would dictate how many officers you would deploy where we had the schoolchildren amassing up at mondawmin. obviously, they didn't have enough people. i think that's quite evident. we didn't have enough arrest teams. we didn't have enough people to hold the line. but today's a different story. we learned from yesterday and i think police are at their ready. we have the numbers here. we have the numbers up at penn north. and they're going to do what they need to do but they're going to gauge it according to what the citizens do. >> look at the manpower and the equipment we're seeing here. >> yeah when
