cedric, we were speaking about this earlier.he wake of the dallas ambush, how do you make officers feel i guess it's two things, it's safety but also a sense of not being under assault. i've been getting a lot of text messages and phone calls and facebook postings from police officers i know who say they feel under assault. they feel criticized. they feel no one is respecting them for the jobs they do or give them credit for the jobs they do. you have two issues to handle, that lack of satisfaction but also the sense of genuine fear for their safety? >> well, let me tell you what police officers are saying to you quite frankly across the country saying to all of us, we're human beings too and we have feelings and we have emotions. and they go out and they do the very best job that they can do when they are trained and trained well and of course things happen and controversy occurs. but these are human beings and right now to make our offices across this country feel safe, is that the communities in which they serve, i asked that

but cedric, any other questions that come to your mind?he first thing that you want to know as an officer, the first thing you need to know in a situation like this? >> the first thing i need to do is care for those injured overs. i need to determine if they're okay, getting them where they need to be. we need to secure public, what is going to be a huge and massive crime scene, but i need to care for those officers and any other civilians that may have been injured by gun fire. that's first and foremost. secondarily to that will be securing that scene. and there's much that we do not know, is the gunman still moving or have the gunman's actions been neutralized? but first we're going to make sure that all the officers are accounted for and they're getting the medical attention that they need, as well as the civilians that may have been injured as well. >> mr. alexander, please stay with me, i want to bring in art roderick, our cnn law enforcement analyst, we have just shared this information from cnn's don lemon, from a source that say th

cedric, good morning to you. the first question we want to ask is about the shooting in falcon heights. specifically -- before we should ask, what we know so far about that incident, we got from the woman in the passenger seat. from her live facebook feed. i want to ask about the procedure for an officer dealing with someone who has a concealed weapon. what is the standard operating procedure when someone says i have a weapon in the car. what should the officer do next? >> in a situation such as that, when someone informs a police officer i have a concealed weapon, the officer has to take a great deal of precaution. at the same time, the owner of the weapon needs to be cautious as well. understanding that the police officer doesn't know who they are and they don't have any real credibility they have ownership to the weapon or license with the weapon. that is part of the initial investigation. what we saw here and it is important to keep this in mind, we see a piece of the video. it is graphic and so sad to see th

even without body cam footage. >> cedric, that's a really interesting point. what do you think about that? >> well, you know, here again, we see a very dynamic piece of this incident that occurred just prior to the shooting. body cameras, that technology will play a huge part in helping us come to some conclusion during the course of the investigation. >> yeah. >> it is unfortunate that the officer did not have a body cam, but however, diamond did. that will be introduced, i'm quite sure, in some parts of this investigation in putting together entirely what led up to this. but let me go back here again. talk about this relationship between police and community across this country. these last two incidents certainly are continuing to create a great deal of pause during a time in american history when we're trying to choose a new president. and these issues really, and the questions to each one of those candidates also need to be brought to bear in terms was what are their thoughts about advancing policing community relationships. people in this country right no

let's sort through all of this and bring in military analyst colonel cedric lleyton, a former will bef the joint chiefs of staff. thanks for joining us. >> good morning. >> so there's a lot of information about who these attackers were. these are terrorists from the former soviet states kyrgyzstan, uzbekistan and russia. why is this attack different concerning who carried it out and why do -- why are counterterrorism officials so concerned about these attackers? >> well, the fact that there is russian and former soviet union state involvement, the fact that we're talking about people who are citizens of those countries indicates that these are very hardened, battle hardened terrorists. these folks, for example, the uzbeks have an uzbek battalion within isirks n that uzbek battalion is known for its brutality. the chechens also are known for their brutality within isirks and their willingness to really fight for isis' cause. these people are very much true believers. they are ones that are very different from the ones that took part in the paris and the brussels attacks. those were ara

cedric, we are hearing that during the search of the suspect's home in suburban dallas, detectives have found what they call bomb making materials, ballistic vests, rifles, ammunition. a personal journal of combat tactics. it seems like a lot of planning must have gone into this operation. >> yeah, absolutely. and if you consider all of that material that was found at his home and the fact that he had tactical equipment, it appears that he had some material in terms of how to maneuver around certain situations, how to take cover, how to barricade himself. it sound like he was preparing himself for this for sometime. he was just waiting on the right event and that event happened to be that peaceful protest the other night. >> how does this attack, this assault, cedric, psychologically impact police officers who are doing their jobs right now on a daily basis, not only in dallas, but all over the country? >> well, you know, this type of event is something that really reaches beyond normalsy in any environment. when it happens it certainly creates stressors. policing in and of itself is st

cedric, what about the confusion of how many gunmen were involved right now? because at the time, overnight, there was a feeling that there was more than one, there was two, there was three. then it turned out there was just one. once they did know there was one, did it make sense to try to engage them like they did to try to get him to surrender? >> well, in a real life situation such as what we saw last night, john, you had one long rifle, you are down there in the city surrounded by buildings and many of them have garages so when you fire that weapon it's going to many times the sound is going to reverberate and bounce off of various number of buildings where it may sound as if you have really more than one gunman but initially in the chaos of all of that, there was really no way for them to know until sometime later as they continued to tactically advance that target that they were seeking. they were probably able to determine then at least they had one target. but that was a very difficult situation, one in which officers responded initially without any l

cedric, we do not know who these people or persons are who carried out in the attack, but we do know they seemed very prepared. we heard sara sidner's piece shortly before that at least one of the suspects carries so much ammunition it was falling out of s pockets. clearly we heard earlier from the dallas police chief these folks knew where to be. they knew where to be in order to target police officers at the end of this protest. >> body armor, 30-round clips. this was not a standard situation. >> they came for a fight. clearly, based on what we know and in terms of the attire that they came with, the weaponry they came with, if we go back to the footage where around that brick pole that you saw there earlier, how that shooter moved in and around that pole and was able to take aim at an officer and was able to take down one or two officers. just from that piece of footage that we saw. but if you go back to the footage with the young man on the street describing how they shot an officer, and once the officer went down, they shot him several times again and moved on. we very well coul

cedric, i want to start with you. because you're head of the department there in dekalb, public safety officer. what is that balance and how is it struck between protecting the officer and defending against these criticisms? >> well, you know, let's understand something here very quickly because oftentimes those two are mixed up. there is a part of policing where you do have to militaryize yourself. and we live in a very different time post-9/11. we're community oriented. we like to go out. have gear. their uniform. in cases from what we saw the other night in dallas and also in orlando, we were up against violent individuals who were carrying high powered weaponry, and in the case there in dallas also there is indication or suspect of ied explosives being possible. so you have to prepare your police department one, to be trained in this weaponry, to have the necessary equipment and gear combat or fight an opposing subject who is coming into your environment, into your scene with high caliber weapons. let's go back to
