for the resource center right away. i understood that these people or human as well. we are all human. we might have made mistakes in life, but they are human. how many of us made mistakes? i had a few guys that were in iraq, that were fighting for our country and came home and reenlisted back in the army to go back over there. they went to a bar, got into a fight that led to the killing. the military -- they break them. there are some real good people on death row that were not the people that came to death row that committed the crime or did not commit the crime. i'm not here to say who did or did not do something, but to see that side that people do not get to hear about. they do not get to hear that these guys pray to god, that they pray for the victims' families out there, no matter who they are. it was something everybody did on death row. it was a rule of law. when is the time of execution, no one eats. it was a compassionate part of you remembering you were human, you remember that these people are hurting out side, and you -- and trying to ask god to heal them of their hurt --

human rights. there are dozens of new centers in projects at clinics and entities. and if you are so thinking of international human rights is something that is primarily meant for dissidents brought in a way in dungeons and against the sort of newspapers, or the sort of regimes with a close down the opposition newspapers, i fear you're much behind the times. that is still part of the agenda, and yet there is much, much, much more as you can see if you go to many of the universities, or human rights watch. where you're just as likely to see articles about the need for changes in domestic violence or sexual harassment law, the need for quotas. the right to health care, the right to minimum income, the right to collective bargaining, the right to be freedom, the free of hate speech, depending on which group you go to. and this has been creeping into american discourse in a variety of ways, primarily i think the influence of legal academia. and some of you remember earlier this year when a united nations panel criticized the united states as being violating human rights, the laundry list went on and on, dozens of things the u.s. was doing wrong often by not having a big enoug

asking usaid to establish a center of excellence on democracy, human rights and governance and i would say that we would be proud in the future to replicate john's guides as a model for the kinds of publications we seek to produce in this new center of excellence. as bob said, john is the author of this report. he served four years for us as a senior police advisor at usaid and recently went to be deputy director. he worked on this guide for a full three years and traveled around the developing world interviewing many people in order to put it together. but as importantly in putting it together, with his background in international law enforcement in as many years as a police officer in the phoenix police department in arizona, john explicitly wrote the guide to express the whole of government approach to mirror and embrace the call of the qddr for whole of government approach to security sector reform. so this guide is a testament to an aspiration towards even closer corporation between usaid and our colleagues at the department of state, justice and defense department. and finally, i'd like to thank my colleagues from my office in particular eric binhart and julie
