we know very much how central city hospitality house figures into those cleanup efforts. hour drop-in centers offer a place to go to the bathroom or to get a drink of water. that is allowing the sidewalks and fountains of market street to be free and available to neighbors and to the taurus. second, as a public health doctor and faculty member of the department of family and community medicine act -- at ucsf, i could cite endless boring statistics on how each hour a drop-in centers closed, the risk to a homeless person's health and safety is exponentially increase. such places are indispensable sites of refuge and sanctuary, and, as elvis said so eloquently, they save lives. third, as president of the board -- i am very proud of that -- of hospitality house, my fellow board members and i are committed to coming to speak to you as often as it is necessary to remind you that the measure of a civilized society is the care it provides to its most needy citizens. i also thank you for your service because i know you have a hard job. thank you. supervisor chu: thank you. >> hell

next speaker. >> supervisors, i am lucia summers, president of the board of the central city hospitality house and live at 2393 filbert street in san francisco and supervisor mark fair else's district. a little while back when the candidate mark farrell knocked on our door and asked for my vote, i told him how i seem to regularly come down here to city hall to speak in front of this agust body which he was aspiring to become a member. i come to beg and plead usually to restore the funds that they are threatening to take away from hospitality house again, so here i am, supervisor farrell. the yo-yo money game, i call it , 3 1/2 years ago the city said yes, yes, please come and set up a drop-in center just like you have, a self-help center, just like you have on the tenderloin on sixth street. now they say to us no, no, with you can't have the money to operate either of the centers properly anymore. i told you then, supervisor farrell, how all the time and money we spent in organizing these efforts to fight the cuts is exhausting and decompleting of our energies, and instead should go to s

so in central city communities even though there are food pantries, they're not staffed or resourced to meet the needs of the surrounding communities, and that creates gaps as well. >> what did you find was the reason for this change in how we deliver social services? >> right. one of the interesting things about the way that we provide assistance today is that social service programs aren't authorized by a single federal program or block grant. instead, they're funded through a variety of different grants and programs at the state level as well as local levels. they draw revenues from charitable foundation or philanthropies. and because there's so many revenue sources, it's emerged over time in a piecemeal or patchwork fashion, and that's created a setting where you have providers located in some places and not in others. if you're a social service agency, you have many demands on what drives where you can locate, what you can afford, where you can hire or recruit staff, whether you can ame economies of -- achieve economies of scale, you might have a particular commitment to a certa

tom woodell takes care of many of the central city residents and they have great expertise in providingo hill and southeast health centers are health centers in those particular communities that are family health centers, so they provide health care to patients across the age span. . >> many of our clients are working poor. they pay their taxes. they may run into a rough patch now and then and what we're able to provide is a bridge towards getting them back on their feet. the center averages about 14,000 visits a year in the health clinic alone. one of the areas that we specialize in is family medicine, but the additional focus of that is is to provide care to women and children. women find out they're pregnant, we talk to them about the importance of getting good prenatal care which takes many visits. we initially will see them for their full physical to determine their base line health, and then enroll them in prenatal care which occurs over the next 9 months. group prenatal care is designed to give women the opportunity to bond during their pregnancy with other women that have simila
