and chad myers in the cnn weather center. pamela brown is in buffalo, new york, currently a low of 4 degrees. how bad is it tonight? >> reporter: it is absolutely brutal, piers. there's really an understatement to say that really dealing with the trifecta here. ferocious winds with the biting cold and of course the snow. let me show you what it looks like here. if you look underthe street lamp here you can see the blowing snow. wind gusts have been up to 45 miles per hour. and what you can't see of course is how cold it is. that's creating a big issue here and a big part of why this blizzard is so dangerous. in fact, there have been flood warnings in effect because of broken water mains. and also we've learned that lake erie where we're standing right next to is actually frozen over, which is impacting the lake effects snow. we're not seeing near the totals we thought we would see because lake erie, the moisture from the lake isn't going up to that cold air to produce the accumulation that 3 feet of snow that we thought here.

our meteorologist chad myers in new orleans. people there are being told now, chad, to get a game plan. new orleans, much the same as atlanta. they're not used to dealing with snow. what's the city's plan? >> basically be off the roads by 2:00 local time, because that's when this rain and sleet will change over to all frozen. and, don, this is a streetcar rail. these are rail tracks. this is a bus. why is a bus driving on the streetcar? because the streetcars aren't running today. because the power is going to go out and the streetcars will get stuck because that's all they run on is electricity. so the buses are running on the streetcar rails, trying to get people out and about and home, if you can, because we will see the bridges freeze up very quickly. we already know that a lot of i-10, 55 miles of i-10 is already closed because you know what it's like. i-10 is a bridge, literally, it goes over a bayou or it goes over a lake. so those bridges are completely frozen up. it's only about ten miles north of here, that cold air is

chad joins us now from plymouth, massachusetts, again tonight.hat's the biggest threat tonight? >> reporter: you know, it's cold, but it's not as cold to me because the wind isn't blowing. there is snow, there's a lot of it, so if you're walking through it or trudging through it, it's not heart attack kind of snow, but there's a lot. i mean, we're talking 18 inches right here. the issue i think today, and especially just watching people come out of this restaurant, when they went into this restaurant, anderson, a couple of hours ago, this street was wet because it was full of salt and sand, but now it isn't wet anymore. the salt and sand not working. the salt doesn't work when it gets below 10 degrees. it can refreeze. and we are seeing the refreezing. so, what people think was a very easy-to-drive road just a couple of hours ago is going to turn into another skating rink, not just here in massachusetts, but it's all the way down even toward d.c. every place that it snowed, it melted in the sun today and it's refreezing at this hour. >> wow, all

chad myers is tracking all of this for us over at the cnn severe weather center. what are you seeing out there, chad? >> reporter: it warms up by thursday and friday. i know that gets us an optimistic time period. but even for boston, not until friday night into saturday. but it is getting better. this is probably the bottom of the barrel when it comes to temperatures. the sun is out, that's helping a little bit, but not when the wind is blowing right through you. blowing through green bay, 31 below. chicago, 23 below. even if your bags are on the tarmac, they may move slowly, because these men and women have to take breaks, as well. you can't be outside moving all of this stuff around, baggage around, for hours and hours, without a break. 13 is the temperature right now. the wind chill in memphis, it feels like 9 in atlanta. and it was very cold in atlanta this morning. a morning low of 5 degrees. the morning low in new york city, central park, was down to 4. yesterday, the high was 50-something in new york city. 54, essentially, for western new york. tell you wh
