senior capitol hill producer chad pergram is live at the capitol. chad, why did this bill fail? >> it didn't have enough support across the republican side of the aisle. the vote was 301 to 121. last week, there was a conservative bill, not one that compromise bill.o be a it got 193 republicans to vote yes. they were nowhere near the ballpark on that. it makes one wonder whether or not the republican leadership was putting the emphasis on the wrong bill. consider what they did. they have defeated a bill that provided $25 billion in hard money forhe wall. one of the biggest problems with this piece of legislation is that it provided a path to citizenship for most daca recipients. they view that as amnesty. there's probably a coalition of anywhere from 10 to 40 republicans that just won't vote for any bill on the floor that deals with immigration because they could be portrayed as voting for amnesty. what this does, dana, it punts the fight over the border wall to late september. there was a meeting at the white house early they are week between prerumpnd appropriators between the

what does it look like there this morning, chad? >> they spent the weekend trying to retool the compromise bill republicans have been working on. they are trying to add everify provisions to deal with migrant workers to work in the united states. agriculture provisions for guest workers. they are not sure if they have the votes or if they will ever have the votes when you talk to leadership aides here. kevin mccarthy says they will have a vote. no questions asked. >> there will be a vote this week. not only will it put the money forward for the wall, it will tie any immigration proposal going forward to the money for the wall. that it has to be built. it has to be built. >> when you consider what is in this bill there is direct funding. what we call appropriation to the tune of $25 billion. that is hard money for the wall. also in that piece of legislation and this is the controversial part is a provision that allows a pathway to citizenship for most of the daca population. let's look at the math and the house of representatives. th

"mitch mcconnell announced he will cancel this in its august recess. great. maybe the democrats will get something done other than their acceptance of high crime and high taxes. we need border security." what do you make of this cancellation? >> first of all, this is just dealing with a senator. the reason the house of representatives is not going on a recesses because they need their members to campion. by the same token, what mitch mcconnell is doing, is compelling democrats who are in competitive races, north dakota, indiana, ohio, to stay tethered to washington, d.c., to campaign. there are $0.33 races on the map right now. 24 are democrats, minor republ

i want to bring in chad pergram. he can give us insight whether or not there is a pathway to legislation in the near future that could put this whole executive order thing to rest. chad pergram, what is your take what's going on in capitol hill? >> there's two bills on the house floor tomorrow. there's a conservative bill authored by bob goodlatte and then there's the leadership bill, the so-called compromise bill. in the next couple minutes, kirstjen nielsen, the secretary of homeland security is going to meet with a group of two dozen republicans in the base of the capitol. she was called here by steve scalise. i asked steve when he returns from the white house, they bussed some members down to the white house to cajole them to vote for this bowl. i said apparently the president didn't close the deal. that's the problem. steve scalise says they need to work through some of the issues. one member of congress i spoke with, a republican that is supportive of the president described his arguing for the bill on a 6 of 1

good evening, chad. why was this ball with that was going to move tomorrow, why did the leadership all of? >> they didn't the votes. they decided to go back to return to this belly little better. they will put in some provisions to deal with agriculture, and e-verify, we don't have specifics on that. but think about the muscular weight they put into this bill to try to work it out the past couple of days, shannon. they brought president trump to the hill, they brought the homeland security secretary, kirstjen nielsen, to the hill, and they couldn't close the deal. they start at a deficit in the house of representatives right now already when they try to pass immigration bills. they can only lose 21 votes on their side of the aisle, and there's probably about six to ten republicans in the house or republican conference who won't vote for any immigration bill because they are afraid they would be portrayed as voting for "amnesty," that is the problem. no bill yet. >> shannon: the so-called bob ge bill, the

chad, talking about justice kennedy.as watching different analysis of this and how the democrats might respond but the fact is republicans control this and mitch mcconnell said we're going to have hearings and a vote this fall. looks like the president is going to reshape this court? >> absolutely. this started when harry reid, the former senate majority leader opened pandora's box, he executed in the fall of 2013 something called the nuclear option. it lowered the threshold for most confirmations from 60 to 51 but left out of it supreme court. that was the one exception. mitch mcconnell had a problem last spring. he realized there was no way to confirm neil gorsuch and overcome a filibuster. he changed the precedent, now the senate rules change, the senate operates on precedent and changed the senate precedent and therefore that precedent will hold forth whoever this nominee may be. i want to look at math for a minute. the senate has been operating since john mccain has been out since december of last year. he hasn't vo

chad: hi, francine. conferences from scommer chancellor merkel in just over an hour's time. it will be interesting to see what the chancellor does. we don't actually know at this point exactly what he's going to propose, although german media suggests he is going to try to thread the needle here. and on the one hand, nouns tougher policies, but also to say that he will give chance her merkel some time to try and find a european-wide solution, which is what the chancellor has said that she wants to do. she could, in fact, sack him today, although that would certainly set up a crisis within the coalition government that includes merkel's party, and then the social democrats. so it could be that she decides to wait and do some talking with her european partners. she's meeting with the italian prime minister this evening here in berlin and with mr. macron, the french president, tomorrow here in berlin. the options are open for her, and we're waiting to see what happens in these dueling press conferences in j
