joining us now on the phone is chad pergram. what can you tell us about the protests? >> the democrats go out outside of the capitol typically on the lawn and these folks kind of gathered spontaneously. they heard what is going on inside, some had come to see the house in session when they were and they sit outside with signs and members of congress, emmanuel cleaver and others talked to members and gave speeches. it's typical here in the house or senate floor for people to spontaneously show up. we had that a week ago when senator murphy took the floor for 15 hours in the filibuster. people saw the hash tag and that is the beauty of it. when the shows in session, there is a big light on top of the capitol dome that signals if they're in session. the house is in recess, they're still in session, so if you look at the dome tonight in washington you can see the light above. >> there has been a declining attendance. it's 12:15 in the east. there is a group of people in the hall coming into the chamber. the house will probably come back into session i'm told to conduct vot
