back over to our senior congressional correspondent chad pergram. ate for us tonight and every time i look up i see the light is on over there at the capital so that means chad, you are working with good reason. >> if the light is on atop the capital dome that means he read the house or senate are in session and if they are in session i am usually in session. i have some good news and some bad news here. the good news is theirs not going to be a crisis over a government shutdown. the bad news is i think it's going to be very dicey to actually get this done before the midnight deadline and this is why. they have a series of about 3-4 more votes. there's a little debate going on on the floor right now with ted cruz, the republican senator from texas, but they have about three or four votes in the queue before they actually get to the actual vote. to line up with the house of representatives and avoid a government shutdown. when i look at this, knowing the timing, it's almost 11:30 at night, they are not going to get through all of that by midnight. we

chad pergram. hey, chad. >> hey, there. well, you're right, we are in a technical government shutdown right now. but i want to underscore here that this isn't going to affect federal workers in any adverse way. services are not going to stop because the senate is going to sync up with the house of representatives sometime in about the next 30 or 40 minutes. the deadline here was 1150 9:59 p.m. eastern time. it just did not happen. the senate majority leader, chuck schumer, he came to the floor not long ago and said, oh, we have an agreement, a time agreement in the senate about considering some amendments and another bill, and then we'll get to the government funding portion here, he said. we'll get this done before the deadline. he was wrong. they are voting right now on a procedural amendment. there is then another amendment that's going to come up here shortly, or an actual vote on a social security bill, and then after that, they actually will have a short debate on the bill to avert a government shutdown. and then they

chad pergram still with us. chad, will they lay out a blueprint or are we going to wait until tomorrow? >> i think we have to wait tomorrow. this was the next play in the playbook. this isn't even going to be within 100 votes of what they needed. they needed around 270, 280 votes to get to two thirds threshold. and when i fillet the vote here. there is one present on the board marcy kaptur. appropriator. also two democratic yeas, you have kathy caster a democrat of florida who wanted the disaster aid. her district was ravaged by the hurricane. and louise camp perez. the washington state democrat. probably the most conservative in the democrat in the house who sometimes bucks her party won in a trump district there debbie lesko retiring. nancy mace. ralph van duyne. ralph northam. that was the problem getting it through the rules committee. eric they weren't able to get some of the most conservative members of the house of representatives and that's a pretty robust number right there this is where we keep talking
