i was, had my hearing to the epa administrator, so that would have been in december of 1992, john chaffee, rhode island -- great, great environmentalist, great republican leader, said to me, publicly said to me in my hearing, i hope i never hear you use the word balance, because your job at epa is not to balance, your job is to protect. and you don't hear that a lot these days.
