why don't we move on to the san francisco port. >> good morning, chair chu, president chu, supervisor mirkarimi and members of the audience. the port of san francisco. i have a couple of slides here which i will go through very, very quickly just to give a little background. but i want to start by saying that we have in the audience with us today, we have the port c.f.o. and a couple of our financial analysts, nate cruz and marilyn ya who are both terrific. i wand to comment debra newman for all of her help, as well as the budget staff, megan wallace and greg wagner so it's been a very collaborative process. i'll just say from the outset that we agreed with the budget analyst's recommendations. and we thank them for helping us to put a finer point on our budget. very quickly, by way of background, i think it's always important to review the port's mission. and that is encoded and embedded in state law and in the appendix of the charter. but very quickly, our primary mission is to support maritime commerce, transportation, recreation, personal activities, and public access. and we do t

>> chair chu, we have in our budget planning, although in the kind of bottom line numbers that we anticipated, in the joint report, which was our $306 million deficit projection, we had not been assuming this additional revenue news in those numbers. however, i think as we've talked about at this committee and with many of you individually, i think we had a sense that there was going to be some good news at the nine-month report, particularly looking at the way that property transfer tax revenues were coming in, and just kind of overall strength in some of our indicators out there. so in terms of our internal planning purposes, we had been anticipating that he would get some good news in the nine-month report that we'd be able to use to balance. however, this is better than we had anticipated. so there is some truly good news for us. very good news in terms of our bottom line assumed deficit number. but also some better news than we had anticipated even in our kind of informal planning. chairwoman chu: thank you. supervisor mirkarimi? supervisor mirkarimi: thank you. it's probably more commen

chair of the budget committee. this year, we have supervisor carmen chu, who has been very difficult and on enviable job, but will be doing a fabulous as the chair of the budget committee. i know supervisor carmen chu will have some words to say. when you are going through, what you have to do bring the budget to balance with the mayor's office, i want to thank you for your services and effort. [applause] district 11, we have many children, families. a lot of folks who have got more organized and have taken part in the civic life in san francisco, political life in san francisco. last year, working with my colleagues on the board of supervisors, we put on two ballot measures to raise taxes on the high end. we had a 2% temporary increase to the hotel tax. we also had a permanent increase to the real estate transfer tax. every year, that raises $35 million in revenue on average. in some years, it will be greater. it taxes, not every day home owners, but homeowners if you with property worth more than $5 million. does anyone here have property worth more than $5 million? i didn't think so. we are middle-class and are w

. >> good morning, chair chu, vice chair mirk reama. we are trying -- mirkarimi. the new lease would carry a term of five years from may 5, 2011, to may 5 -- may 4, 2016. the lease is for a total scare footage of 2,608 of cargo space, ramp space at the airport. this is the exact same space that the airline currently has with us. there has been some reconfiguration from cargo space to office space but the scare footage remains the same. under the proposed lease, the asi anna airlines would pay a rental rate of $it 2 per square foot for a total of $800,000. as the budget analyst report it is a rent reduction of approximately $94,000 a year. we saw a similar rent reduction when the committee approved our cargo lease with china airlines. we'll see this as things come before you where at the end of a few 10-year leases, particularly with some of our cargo tenants and the cargo market is substantially different. much smaller than it was a year ago. so the new lower rental rate is the result of a negotiation between airport staff and the airlines. and we feel that it is

so with that said, chair chu, i would be more than happy to pass this onto president david chiu. supervisor chu: i know that there are a number of amendments coming. the one that you laid out, the six-year period. if you could describe the amendment, then we will take public comment. >> absolutely. i wanted to thank supervisor mirkarimi as well for his legislation and provide some context from my experience. before i joined the board, i ran a small tech company. like many of us, we have viewed the payroll tax as an impediment to economic growth. ever since i came into office, a number of us have been advocating for a more comprehensive business tax reform. i am very glad that this topic is finally getting the appropriate attention, given the conversations recently involving twitter, zynga, and other companies. at this point, there is a widespread belief in the business community at san francisco's unique payroll tax need to be replaced with something else. likely, gross receipts business tax. i think it is worth remembering that we are still an incredibly innovative city. in fact

[applause] supervisor chu: i will keep my comments brief. i want to thank supervisor avalos for organizing this. he is a great supervisor, and i can tell you from city hall and being one of his colleagues, he fights hard for this community. he cares for this community, and i know he will be working hard with us to make sure this budget is something we can all live with and all be proud of. i can do half as good a job as john did with the budget in previous years, i will be very happy. i just want to say your supervisor is a really great one. for me, going into the budget process this year, we know it will be a hard one, so i appreciate the departments to have made a tremendous effort to try to get feedback early. i know that in budgets years past, one of the things we have heard back from the community was, "why is it that we only hear about things after the fact, after the budget submission?" we are really trying to change that. though i cannot singularly change the outcome of the bud

supervisor chu: thank you, madam chair. to the budget office. there has been a strategy proposed for the sheriff's department, such as changing out the jail health services, perhaps outsourcing on a contract for a different security service for some of the buildings. is the mayor's office contemplating as? so we can be prepared for this discussion? >> we are not contemplating a geo health proposal at this point. -- a jail health proposal. it has been proposed by the health commission. a security proposal, so that is an option that is on the table. i know that the mayor is going to want to talk to all of you about that before june 1 and have that discussion. that is compared to the jailhouse proposal. you mentioned it was potentially more tolerable for a lot of reasons. number one, the way it has been proposed by the health department, this version of what they have sent to the commission, it would not involve any layoffs. the ip's at the clinics would be reassigned, and then it would release some share of staffing to be returned to the jail to o

supervisor chu: and to refer item four to the call of the chair. >> supervisor kim. supervisor kim: aye. >> supervisor wiener? > supervisor wiener: aye. supervisor chu: supervisor chiu did you have a comment? >> i have been trying for weeks to come up with a solution that is going to work. that has eluded us. what i would like to suggest to all stakeholders is that we continue to do that. i feel very bad for mr. egan. i wish we could provide him with more staff. if there is a clean way for us to satisfy all the different interests, i think what we are trying to achieve with supervisor mirkarimi's legislation, i think in concept we all agree with. if we can get there in short order, from my perspective, i feel like we need to move these questions forward. that is what we are doing today. we will obviously continue to talk about this. i will say this to the members of the business community, what ever we can do to create consensus, i would be happy to facilitate and work with the mayor's office and all the various supervisors to make that happen. supervisor chu: thank y

chu: thank you. >> good afternoon, supervisors. i am the chair of the treasure island/ yerba buena island citizens advisory board and have been in that capacity since its inception in 2001. we're a diverse group of individuals, including longtime residents of treasure island and your but when the island, each with his or her very unique perspective. as i said, this is our 11th year of meeting, and over those years, we have held literally hundreds of public meetings. i think it is cse to 300. since the beginning of last year, we have held 40. through april of this year, an additional eight. during that time, we have reviewed these entitlement documents, and over the 11 years, we have vetted and number of items including but not limited to community benefit sea level rise, global warming, transportation, sustainability, open space, bike and pedestrian paths, wetlands, on and on and on. the process has been extensive, and on the april 9 meeting, we took action on the recommendation to the tida board approvals of the final transaction and recommendat

chu: thank you, madam chair. i rise today in celebration of the 60th anrers -- anniversary of the 1951 donential -- convention related to the status of refugees. the convention was historic in spelling out a set of basic human rights that should be afforded a refugee. it was initially directed toward european refugees in the aftermath of world war ii, but was expanded in 1967 to include refugees from all around the world. the u.n. convention defines who a refugee is and outlines assistance that refugees should receive. it stil stipulates that refugees should not be returned to a country where they fear persecution. my district in california is home to a large and diverse refugee population who fled persecution from countries such as vietnam, cambosia and laos. in los angeles county they come from places as far as iran toal salvador. since arriving on our shores, many of the refugees have established themselves as civic leaders, small business owners and hardworking americans. some are working with resettlement ag

supervisor chu: are there any other members of the public who would like to comment on this issue? mr. chair, it looks like it is over. supervisor mar: thank you. supervisor wiener? supervisor wiener: i want to thank those people who took the time to come out today, those taking the time and then going back to school, the incredible work done on the project. i think this is a stellar project, and in san francisco, so often, we have opposition, in and it is easy to rally people to oppose anything that changes anything about any aspect of san francisco, no matter what it is, and anytime you have a project that rallies the amounts of positives, the support we have seen in connection with the library project, it is amazing. and my hat is off to the community for coming together in a positive way. we also need to recognize that a bracing gust is important.

chair. there will be future actions that you will have to take on this project. finding solutions will have to be changed. supervisor chu: thank you. supervisor mirkarimi? supervisor mirkarimi: the driving reason behind this, the ability of moving forward with this is clocked by the eir under way for the america's cup, correct? >> absolutely correct. supervisor mirkarimi: if it was not on that constricted schedule that everyone has to abide by with the port is working overtime to do their best in making sure that this prevails, the cost of this cruise terminal, it still needs -- it still means uncertainty work out about future funding sources. especially if they do not all,- projected. can you think of many examples in recent history where we have done this before? where we are borrowing on the future? >> supervisor, offhand i cannot think of many fiscal feasibility projects that have come before the board. supervisor chu: supervisor mirkarimi: jig -- supervisor mirkarimi: and i was going to set way, but i wanted to make sure that the creative nature of this before us is grounded on the idea of certain variables having
