>> thank you, chair chu. related to tow fees, i've heard from a lot of residents who have had their cars stolen, that they have to pay to take their car out of tow, i wonder if there's a way to have a waiver for people to have their cars stolen because that's something they had no control over and i heard at least from three people who have had their car stolen and had to pay to pull it out of the lot and already there's a lot of financial strain on a household that loses a car, so just another thing to throw in there around tow fees. well, i want to thank the mta for coming forward and for their patience on this measure, last week, i expressed i would not be supporting this contract, i don't know where i'm at still, i do understand the mta is between a rock and a hard place in terms of trying to figure out how to find available land to do its functions, the car tow being one of them, i want to thank the budget analyst getting us all worked about this and figuring out the finances behind this lease. i think i

chu regarding section 295. that task force held several meetings over the course of a year and a half. * and this past may the joint chairs, one appointed by the mayor and other by president david chu, issued a closing statement that said this. i will just read it. the task force proposes the planning commission and recreation and parks commission review cumulative data regarding shadow impacts from development within the shadow district land and consider whether to allocate budgets cumulatively for all development within the plan area versus allocating on a project-by-project basis. informational presentations under the jurisdiction of reck park department, but each would be made available to commissions as project seems entitlements. this sort of speaks to sort of the two-step nature of actions related to section 295, where we are talking about parks with shadow budgets. generally the action to raise or consider raising a shadow budget is a different action than the commission, the commissions would take to determine the adversity or lack throughout of impacts from any particular building. so it takes a joint action of

chu? >> aye. >> supervisor cohen? >> aye. >> eleven ayes? >> the resolution is adopted. item 25. ordinance amending the administrative code. >> president chiu. >> thank you, mr. chair, years ago in 19819 passage of the apartment conversion ordinance made it illegal for residential propertis with four more units to be occupied for less than 30 days. unfortunately over the years there has been a loophole in the law that allows corporations to sidestep it signing leases with owners so they can use the apartment as short-term corporate housing. as an example, tenants at the golden gateway experience guests going in and out as a hotel. this practice has not only created quality of life issues for neighbors, but it's also taken limited housing opportunities away from city residents. the legislation we have in front of us clarifis that corporate entities cannot skirt our laws by signing long-term leases of residential apartments for planned occupancies of less than 30 days and also strengthens the enforcement process by creating an administrative hearing for the department of building inspection to evaluate complaints and also by giving residents the ability of seeking le
