thank you, chair kim. supervisor brown for allowing us to come and present the fiscal year 16-17 bor17 lower polk annl report. this was the tail end of our first year and the beginning of our second year of operations. we were still in the process of building the foundation for the c.b.d. establishing our programs and our internal systems and controls. we are happy to say that i think we've made some significant progress and progress that you can see, smell and feel in the lower polk. i'll walk you through some of our highlights from the year. so, we rebranded and promoted our art walk. we provided information to merchants, pedestrians and sponsored the lower polk wine walk to bring foot traffic to our merchants. we redesigned and took part in the funding for fern and austin allies which have been a priority for the neighborhood to reinvent our back allies and to pedestrian-friendly clean, safe community spaces where people recreation. we built our c.b.d. website and set the website for caulley park for co

so i kind of get that part, but the question that you raised, chair kim, is probably the money that weollect from munimobile, for instance, from passengers, does not pay for the real cost. so that raises a question for me then why are we asking the residents on treasure island to pay extra, and why are we not asking the city to also supplement some of this? i kind of get what this plan is trying to do. yes, we are trying to get fewer people off of their vehicles, and it makes sense in certain areas. i don't know if treasure island makes sense right now. we are facing the same situation with city college. the thinking is let's get the students off their cars because this is coming from mort university his east -- university students. they go to school and they don't work. and most kids are working and they need to get from one place to another real quickly. so one of the things i was concerned about is i believe that the plan, what do you call it cost. >> stipend. >> stipend for five years. >> and after that it ends. >> yes. i call it a winning period of one year. a total of six years.

and as supervisor chair kim had mentioned, something like this really affects your life forever i have known people when i was younger that had these experiences but not only did it affect their everyday life, they could not go to work and part-time jobs while they were going to school. they also, a lot of them dropped out of school. this was a huge. a lot of the universities, and i'm not sure how we handle it, but they don't go to class for a long time and they have to heal. they just try to go to counselling and do what they need to do and a lot of the universities that i know of did not know how to handle that and would give them incomplete. they would drop them and it was a struggle. for a lot of them to get back into a good university that was a good university because of this incident. i hope that we look at that too as how to handle the everyday life and getting back into school and really having that acceptance of school. >> thank you. >> thank you. >> why don't we open up for a public comment at this time. i do see members of the task force here today and so if you can come an

kim: thank you so much. thank you so much, chair tang. we actually heard this at land use committee. it began as a re-do of our better streets ordinance clean up language around curb cuts and also what we may require, or ask developers to include as part of either a change of use or new development throughout our city. through that process when we went to the planning commission with this ordinance, the planning commission, to actually, to my support suggested we eliminate minimum parking requirements citywide. just to clarify what this amendment would do, it would not prohibit parking in any new development. it would merely remove the requirement that developer would have to build a minimal number of parking spaces. currently, many of the policies and programs that this board of supervisors has already passed has basically allowed us to waive the minimum parking requirements whether through t.d.m. policy or a.d.u.'s, we allow developers to build bicycle parking instead. this feels pro forma but still is a very important policy step and i
