thank you, chair kim. supervisor brown for allowing us to come and present the fiscal year 16-17 bor17 lower polk annl report. this was the tail end of our first year and the beginning of our second year of operations. we were still in the process of building the foundation for the c.b.d. establishing our programs and our internal systems and controls. we are happy to say that i think we've made some significant progress and progress that you can see, smell and feel in the lower polk. i'll walk you through some of our highlights from the year. so, we rebranded and promoted our art walk. we provided information to merchants, pedestrians and sponsored the lower polk wine walk to bring foot traffic to our merchants. we redesigned and took part in the funding for fern and austin allies which have been a priority for the neighborhood to reinvent our back allies and to pedestrian-friendly clean, safe community spaces where people recreation. we built our c.b.d. website and set the website for caulley park for co

. >> supervisor brown: thank you very much, chair kim, and supervisor -- i mean, chair tang and supervisor kim and safai. last week, i introduced legislation for the divisadero and fillmore n.c.t.s, and it was to figure out the affordability percentage of these projects. i have actually two projects. one's going to the board -- to the planning department november 8, and the other one is coming down the pipeline. this is the mayor's -- is extending the site plan for these two developments for 18 months and throughout the city, that i needed to set this affordable rate as soon as possible. so as i said, one is coming on thursday, and it is actually grandfathered in at 13.5%, and the other one is grandfathered in at 18. so today, what the legislation will do, the divise adoadero, t are the ones that will be coming with 12% in the pipeline with 55% a.m.i., four 80% of a.m.i., and four, 120% a.m.i. it is really needed in my district. we don't have a lot of housing development west of divisadero -- or actually west of laguna, so i'm excited about this. the n.c.t., when it was rezoned, it let dev

so i kind of get that part, but the question that you raised, chair kim, is probably the money that weollect from munimobile, for instance, from passengers, does not pay for the real cost. so that raises a question for me then why are we asking the residents on treasure island to pay extra, and why are we not asking the city to also supplement some of this? i kind of get what this plan is trying to do. yes, we are trying to get fewer people off of their vehicles, and it makes sense in certain areas. i don't know if treasure island makes sense right now. we are facing the same situation with city college. the thinking is let's get the students off their cars because this is coming from mort university his east -- university students. they go to school and they don't work. and most kids are working and they need to get from one place to another real quickly. so one of the things i was concerned about is i believe that the plan, what do you call it cost. >> stipend. >> stipend for five years. >> and after that it ends. >> yes. i call it a winning period of one year. a total of six years.

. >> yes, thank you chair kim. i just want to add my support to the 465 and 467 oak street property that's in my district. i just feel like this property is a really great example of why the mills act was created in the first place. the home is a historic flat front house that was built in 1865 and it's listed on the california register of historic resources. i feel like it's a really important property in d5 and i want to make sure that we have this avenue for them to be able to restore it. i know they have committed to invest $350,000 to rehabilitate their homes. and so, i definitely appreciate them. the historic preservation and planning working really closely with them to make sure that they get it right. that they have the avenue to do this. i just want to thank the historic preservation and planning for working with our residents to do this and make sure it is something they can achieve. thank you. >> thank you so much and i don't see any questions for in of the properties today so at this time we will open u

>> i wanted to appreciate your guidance and feedback, chair kim i think that these are all really important questions. there's a lot of uncertainty still to go. i did want to acknowledge that it is important for us to adhere to the principle that the board embraced early on. his said we want occupancy to correspond with tolling. it will be important for new residents to know what they are signing up for when they choose to purchase or locate on the island. i believe the schedule is 2021. we have a federal grant to implement a tolling system. while it is not urgent that we do it now, it is important for us to be timely and have an orderly progression towards implementation. the transit planning work has been excellent. i think that weakness is the munimobile part which is not part of our charge, because as part of the development agreement, munimobile service was considered i can do any other neighborhood. to be treated like any other neighborhood and service levels, even today, they really want additional investment for the 25 line. we will continue to coordinate and do what we can but i do

and as supervisor chair kim had mentioned, something like this really affects your life forever i have known people when i was younger that had these experiences but not only did it affect their everyday life, they could not go to work and part-time jobs while they were going to school. they also, a lot of them dropped out of school. this was a huge. a lot of the universities, and i'm not sure how we handle it, but they don't go to class for a long time and they have to heal. they just try to go to counselling and do what they need to do and a lot of the universities that i know of did not know how to handle that and would give them incomplete. they would drop them and it was a struggle. for a lot of them to get back into a good university that was a good university because of this incident. i hope that we look at that too as how to handle the everyday life and getting back into school and really having that acceptance of school. >> thank you. >> thank you. >> why don't we open up for a public comment at this time. i do see members of the task force here today and so if you can come an

. >> thank you chair kim and thank you to both yourself and supervisor brown for cosponsoring this hearing, along with president cohen and supervisor he and others. i think that massive amount of cosponsorship speaks to how troubled the legislative branch of government is over the revelations that appeared in an article just ten days ago on october 15th. when i was first on the board of supervisors, some 18 years ago, the housing authority was a troubled agency that was constantly under fire and under scrutiny. when i came back and the program was in full bloom, i felt like things had turned the corner but these recent revelations of a massive reserve being spent that arguably did not exist made me realize that perhaps things are still troubled and we need to use our power of inquiry to figure out what happened and how we can make sure he does not happen again. particularly in light of a budget and legislative analyst report in 2013 that expressed concerns over a lack of bookkeeping standards and overall management as well as a 2017 controller report that expressed similar concerns. obviou

kim. >> thank you so much, chair tang. this ordinance has been in the works for a little over two years now. and so i do want to thank a number of people for their involvement. this was spuder initially by a project that took place in my district 340 bryants in 2015 where a very large parcel and building that was zoned p.d.r. and being converted to office required additional improvements, particularly pedestrian safety improvements as it is at the mouth of the 80 bridge. and we realized that with a lot of change of uses occurring throughout city, that it would be better to standardize these requirements versus doing them ad hoc per project and changing what requirements we mandate. this legislation is being proposed to help the city meet better of our policy groups or better streets policy, our vision zero policy, our transit first policy and our complete streets policy. it does follow the policy of the original better streets plan in 2015 which gave the city the ability to make improvements to the public right-of-way. aft

. >> thank you, chair tang, supervisor safai, kim. sophia from the office of mr. cohen. the dogpatch public realm, which was built over the last 18 months, working very closely with district 10 residents and community groups is a model for interagency coordination, new partnerships, and how to serve our residents as our community grows across san francisco. growth projections in the central waterfront could see a quadrupling of housing units and five times the number of people living in the area as there are now. however, public asset that is make a complete neighborhood, such as adequate open space, safe streets, that serve the industrial and residential demands have not kept up with all of the growth. this plan is a fantastic overview for the future of the dogpatch, reflecting the rich history of the neighborhood and planning for the monumental growth that is coming. notably, this plan considers much-needed infrastructure investments, creating a comprehensive plan to connect pier 70 and other large-scale projects coming online. retaining and supporting p.d.r. businesse

kim: thank you so much. thank you so much, chair tang. we actually heard this at land use committee. it began as a re-do of our better streets ordinance clean up language around curb cuts and also what we may require, or ask developers to include as part of either a change of use or new development throughout our city. through that process when we went to the planning commission with this ordinance, the planning commission, to actually, to my support suggested we eliminate minimum parking requirements citywide. just to clarify what this amendment would do, it would not prohibit parking in any new development. it would merely remove the requirement that developer would have to build a minimal number of parking spaces. currently, many of the policies and programs that this board of supervisors has already passed has basically allowed us to waive the minimum parking requirements whether through t.d.m. policy or a.d.u.'s, we allow developers to build bicycle parking instead. this feels pro forma but still is a very important policy step and i

. >> thank you, chair tang and supervisors kim and safai and thank you for hearing this item today. after hearing from concerned restaurant owners, supervisor mandelman has introduced the ordinance that will allow for a permit and operate food trucks if they are forced to close during mandatory seismic retrofits of their wood frame buildings. restaurants heard concerns that closure would not only lead to a loss in business revenue but could also require business owners to lay off employees during an extended period of closure. at a time when san francisco is more unaffordable than ever we must protect jobs and businesses that are the backbone of our thriving economy. some have encountered permitting restrictions, ban from operating win a certain distance from elementary, junior or high schools or within certain square feet of restaurants and only able to operate certain days a week. the office of small business we have solved for a number of these permitting restrictions. this ordinance will amend the public works code to create a caterer permit for restaurants that can't operate du
