we are 100%, chair melgar and i had these conversations. we are concerned about equity in the distribution and planting of trees and protection of trees. it is one of the reasons i came into office with a mandate and made it a top priority to plant over 2000 trees in an area of the city that has the highest diversity of any other part of san francisco. to ensure that there is access to the wonderful canopy environment that is part of san francisco. we are trying our best to achieve some of that here. the other thing is unfortunately folks, and i have witnessed it myself. we have trees that are hazardous and can cause significant damage to the health and safety of our citizens. i can tell you, two winters ago there was a debate in the city about our ficus. we made the decision for every commercial corridor to plant ficus. what we didn't do is create enough of a base for the roots of the trees. what happens they become extremely top-heavy and if they don't have the proper space for roots to grow, they topple. i can tell you i witnessed myself

. >> supervisor melgar: good morning chair mandelman and commissioners. i'm happy to provide today's report. today, the transformative investment that's being made nationally is so exciting to us and we do want to thank you all as well. every member of this board almost has indicated interest in or has been working on these issues for many years. we will have an item on today's agenda, so i'll leave some of that discussion to the next item. we are following very closely sort of the challenge by some of the unions in the state. we can brief you on that for more detail. as we gather more information, it relates to a department of labor finding that the state of california led by the governor's office has been disputing and so there is some sort of negotiation happening to ensure that california's federal funds do not get limited by this issue that relates to some legislative changes that were made several years ago with regard to pension reform. for now, i think we can still continue to implement them in our projects. we've been checking with project sponso

, a tremendous -- so supervisor melgar's previous point -- hours of being overworked in a very difficult time with retention. in the budget, we put in, working with chairand other board members and you, mr. president, additional resources as a place holder so that we could get some additional paramedics on board. there is another overarching piece of the puzzle which is there is a negotiated operating area that the private paramedics are required to operate at a certain percentage in the city and the san francisco fire department is required to operate at a higher level around 85% of the market of san francisco. that was negotiated decades ago. today our paramedics only constitute about 73% to 75% of that, so they're not even meeting their numbers that are negotiated in terms of how they're spores suppose -- supposed to serve san francisco. call times are targeted to be around 80% of the time responding on an on-time -- within the required time. this 50 additional paramedics, 23, or 24 in the first phase and additional 27 in the second phase to get us to 50, is something that is a severe health and safety issue for our city. so i think the time has com
